1184th Transportation Terminal Battalion

The 1184th Transportation Terminal Battalion is a Reserve unit in Mobile AL . The mission of the RC of all services is to provide trained, well-equipped units and individuals for active duty in time of war, national emergency, or at such times as the national security requires. The Army National Guard (ARNG) and the United States Army Reserve (USAR) constitute the RC of the Total Force of the United States Army.

The Military Traffic Management Command is testin third-party logistics at a geographical sampling of Department of Defense installations at 29 military installations in Florida, Georgia and Alabama. The three-state region has installations representing all the military services as well as four high-volume Defense Logistics Agency depots. Historical analysis suggests the region annually generates 50,000 shipments a year among 75-125 carriers. The contract cost value is estimated at $30 million. Cargo in the test includes general freight, vehicles, medical supplies, unit equipment, airplane parts and ship parts. Exceptions include classified commodities, bulk fuel and explosive devices. The third-party logistics provider handles all aspects of the shipment. This includes arranging the shipment, maintaining in-transit visibility, paying the carrier and handling claims.

The Military Traffic Management Command is increasingly adopting private enterprise methods in efforts to see greater efficiencies mandated in the Department of Defense's Management Reform Initiative #15. Military manifests are being replaced by commercial overseas manifests, said Jebo. In addition, government bills of lading are being replaced by their commercial counterparts. Many carriers are no longer paid by the Defense Finance & Accounting Service. Commercial bill of ladings are submitted by Power Track. Within three days a carrier is paid. The old method took 30-to-50 days. Power Track is a commercial payment and reconciliation system used by banks for making transportation payments and CONUS Freight Management System, Electronic Transportation Acquisition suite of Internet-based applications for managing freight services. Power Track is currently operating in transportation offices of 36 of the largest depots and 96 of the largest military installations in the country. Eventually, 660 carriers will have converted to Power Track.

Additionally, the Military Traffic Management Command is testing the use of a contractor to move military cargoes from a military installation during a contingency. In early September 1999, DynCorp received a contract to load vehicles and 145 40-foot containers of unit cargo from Fort Hood, Texas, for shipment to the port of Beaumont. The movement of unit cargo, belonging to the 2nd Brigade, 4th Infantry Division, is a test of contractor abilities. The movement is part of exercise Foal Eagle 99, operating in conjunction with Turbo Intermodal Surge 2000. DynCorp selected Emery Worldwide, a worldwide freight manager and shipping firm, for the point to point transportation associated with this exercise deployment and redeployment. Upon arrival at Beaumont on Sept. 6, the cargo was loaded on the Cape Knox under the direction of the 596th Transportation Group and the 1184th Transportation Terminal Battalion. The cargo is currently enroute to Pusan, South Korea. DynaCorp is essentially operating as a freight consolidator. The Logistics Civil Augmentation Program is an Army initiative for peacetime planning for the use of civilian contractors in wartime and other contingencies. Turbo Intermodal Surge 2000 is a Joint Chief of Staff U.S. Transportation Command adjunct to United States Forces Korea Exercise Foal Eagle. The goal of the Joint Contractor Exercise Program is to improve DOD's readiness and responsiveness to deploy, sustain, and re-deploy forces using intermodal transportation systems.
