Oleg Dmitrievich was born in Kharkov. Ukrainian. He began his labor activity in 1950 as a fitter at a defense plant. Worked as a tuner, foreman, site manager, deputy chief and shop manager, deputy chief engineer of the plant. In 1958 he graduated from the All-Union Correspondence Energy Institute. Candidate of Technical Sciences. Since 1976, he was Deputy, First Deputy Minister of General Mechanical Engineering of the USSR. In April 1983 he was appointed Minister of General Mechanical Engineering of the USSR. He held this post until February 1988. In 1988-1991, he was Secretary of the CPSU Central Committee. He was in charge of the defense industry. Member of the Supreme Soviet of the 11th convocation. People's Deputy of the USSR since 1989. Hero of Socialist Labor (1976), laureate of the Lenin Prize (1982).
He opposed the concessions of Mikhail S. Gorbachev to the West in matters of disarmament, defended the interests of the military-industrial complex, and proved himself worthy successor to Dmitry Ustinov in this respect. He was going to deliver a speech at the April 1991 Plenum of the Central Committee of the CPSU, the text of which was found during the search at the time of the arrest: "The idea that there is no military threat from outside our people is illusory today. "
From 18 to 21 August 1991 he was a member of the State Emergency Committee. He was with V. A. Vitaliy Husseynovich Doguzhiev worked as an engineer-technologist, senior engineer-technologist of the design department, head of the mechanic-assembly shop of motor production. Labor activity at the Zlatoust Machine-Building Plant V.Kh. Doguzhiev began in 1958 after graduating from Dnepropetrovsk State University with a degree in mechanical engineering. In 1983-1987 - Deputy Minister of General Mechanical Engineering of the USSR. By the decree of the Presidium of the Supreme Soviet of the USSR on February 18, 1984 V.Kh. Doguzhiev was awarded the title of Hero of Socialist Labor with the award of the Order of Lenin and the gold medal "Hammer and Sickle" for his great personal contribution to the task of creating the RSM-52 complex. In 1987-1988 - First Deputy Minister, and from March 25, 1988 to June 7, 1989 - Minister of General Mechanical Engineering of the USSR. From July 17, 1989 to December 26, 1990 - Deputy Chairman of the Council of Ministers of the USSR - Chairman of the State Commission of the Council of Ministers of the USSR for Emergencies. From January 15 to November 26, 1991, First Deputy Prime Minister of the USSR.
