S.A.Afanasyev - Rise to Responsibility

In 1946, Sergei A. Alexandrovich was sent to the Ministry of Armaments of the USSR, which was headed by the largest defense industry leader, D.F. Ustinov. Here, consistently occupying the posts of a senior engineer, department head, deputy chief, and then the head of the technical department, S.A. Afanasyev also showed himself to be an enterprising and energetic worker. At these posts, he participated in the formation of missile weapons, including the development and production of the serial production of the first ballistic missiles R-2 and R-5.

This was a difficult period in the life of S.A.Afanasyev. Technical management was responsible for the preparation of missile production, more precisely for the manufacture of their most labor-consuming part - engines. Simultaneously, the management led the construction of one of the plants in Dnepropetrovsk.

Afanasyev was one of the few who dared to disobey Beria. At the time rocket and nuclear technology was supervised by L.P. Beria, who called D.F. Ustinova and S.A. Afanasyev to the Kremlin. At a meeting in the Kremlin in the 1950s, Beria set the task of establishing the production of military missiles at a plant in the south of the country in record time - in a few months. Sergey Aleksandrovich reported on the progress of the work. Beria got excited, went over to screaming and scolding, began to demand that engines be made in two months instead of eight, laid out by technology. Afanasyev firmly replied that it was impossible. Sergei Afanasyev, a young engineer at the time, said that this was an unrealistic task and required more time. "We will remove you, understand?" - said Beria. After the meeting, only one of those present stood up for the stubborn engineer, and explained that if Afanasyev were to be removed, the production would be delayed for more than a year, since he had no real replacement.

It is clear that Afanasyev was threatened after that. He was rescued by deputy Minister I.G. Zubovic. He went to Beria and defended his colleague, then forced Sergei Alexandrovich immediately, without going home, where he had not been for nearly a year, to go south to build a factory. Removed from the violence., at the plant was a cruel regime, specialists lived in cabins, no one had the right to leave the enterprise. Afanasyev was assigned to the staff of the MGB to monitor his work, orders. And from Moscow almost every day there were strict guidelines for accelerating construction.

The immediate leaders of S.A.Afanasyev in those years were large organizers of industry V.N.Novikov and V.M. Ryabikov. They learned the state approach to business Sergei Alexandrovich, accumulated administrative experience. Here he received other lessons of principledness and courage. Afanasyev told how the ministry's board once passed. Ustinov, who returned from vacation, asked his deputy, V.M. Ryabikova: "Why did you disrupt the supply of small arms? Now, when I left, you did not complete the schedule. I will not listen to any explanations." In response to this, Ryabikov took his file and, in protest, did not say a word, went away. Ustinov was forced to close the board, but tacitly acknowledged the correctness of the deputy.

He worked in the Office of Technical Department of the Ministry of Armaments of the USSR (from March 1953 - Ministry of Defense Industry of the USSR): senior engineer (1946-1948), head of Department (1948-1950) and Deputy Head of the technical Office (1950-1955 1955-1957) - the Chief of the Main Technical Department of the Ministry of Defense Industry of the USSR.

In 1957, S.A. Afanasyeva was appointed to the Leningrad Council of National Economy as deputy chairman, and then, since 1958, as chairman of the economic council. In June 1957 he became Deputy Chairman of the defence industry, in the April-September 1958 he was first Deputy Chairman, and in September 1958-June 1961 - Chairman of the Leningrad Council of national economy. He oversaw the work on the construction of the first nuclear icebreaker "Lenin". In June 1961 and March 1965-Chairman of the Council of national economy of the RSFSR-Deputy Chairman of the Council of Ministers of the RSFSR. Oversaw heavy and medium industry of mechanical engineering, directly related to the development of outer space.

During this period of Khrushchev's thaw and reforms, he noted the positive role of the economic councils, which brought enterprises closer to local authorities. The new system made it necessary to solve the problems of the regions. The most important role of the Sovnarkhoz played in the reconstruction of light and food industry enterprises. In the Leningrad, Pskov, and Novgorod regions machine-building and other industries began to be built.

In the first half of the 1960 S.A.Afanasyev was at the post of Deputy Chairman of the Council of Ministers of the RSFSR - Chairman of the All-Russian Council of National Economy. The volume of work has increased many times, it was necessary to delve into the questions that Sergei Aleksandrovich had not previously dealt with. For the first time the forestry and woodworking industry fulfilled the plan, machine building, electrical and electronic industries began to be created.

N.S.Khrushchev at that time was concerned about the problem of low output of gold mining. And this task was assigned to S.A. Afanasyev. In his recollections, he had to travel around the mines of Eastern Siberia and the Far East and establish their work. It is possible to imagine with which different people by social status, level of development and culture had to communicate with him, solve the problems of equipping objects with equipment and products. For the physically strong, gifted and persevering Sergei Alexandrovich, who, in addition, knows how to get along with people in any situation, all this turned out to be possible. Gold mining increased dramatically.
