L.1.4 Activities During Completion of Final EIS/EIR
After the conclusion of the formal public review and comment period on the Draft EIS/EIR, the Final EIS/EIR was prepared. A comment-response section addressing all written comments and oral testimony was included in the Final EIS/EIR.
The following activities were completed in conjunction with the release of the Final EIS/EIR:
- A Notice of Completion was filed with the State Clearinghouse.
- A Federal Register Notice of Availability was published.
- A press release was issued.
- An information flyer summarizing the Final EIS/EIR and Mitigation Monitoring and Reporting Program Plan was prepared.
- The information flyer Notice of Availability, and Notice of Completion were mailed to individuals on the EIS/EIR project mailing list.
- The Final EIS/EIR and Mitigation Monitoring and Reporting Program Plan were distributed to the information depositories and interested parties. New reference material and all additional LLNL studies and reports reviewed by consultants in the preparation of the Final EIS/EIR were distributed to the reference libraries.
The Mitigation Monitoring and Reporting Program Plan is a CEQA-required document that describes the timing for implementing the mitigation measures, procedures for monitoring the progress of the measures, and the agency (or agencies) responsible for implementation and recordkeeping. A formal public review and comment period on the plan is not required by the regulations; however, the plan has been placed in information depositories and reference libraries. State regulations require the lead agency to certify that the Final EIR and Mitigation Monitoring and Reporting Program Plan are adequate before implementing the selected action.
