L.1.3 Activities During Draft EIS/EIR Public Review and Comment Period


The public was invited to participate during the formal public review and comment period on the Draft EIS/EIR and to attend the public hearing. The public hearing, was held at the Livermore Holiday Inn in Livermore, California, on April 30, 1992. A copy of the hearing transcript and written comments received during the comment period has been placed in the information depositories.

The following activities were conducted in conjunction with the release of the Draft EIS/EIR:

  • A Federal Register Notice of Availability was published on March 11, 1992.
  • A Notice of Completion was filed with the State Clearinghouse on April 3, 1992.
  • An information flyer was prepared and mailed that described the various opportunities for public comment. It also included information about the public hearing, information contacts, and information depositories and reference libraries.
  • The flyer, the Notice of Availability, and the Notice of Completion were mailed to individuals on the EIS/EIR project mailing list.
  • An Executive Summary of the Draft EIS/EIR was mailed to persons who indicated interest by returning the tear-off form on one of the information flyers or by calling the EIS/EIR project office.
  • The Draft EIS/EIR was placed in all information depositories and reference libraries listed in Appendix M, and mailed to interested parties.

Publicity around the 90-day public review and comment period included the following:

  • Display advertisements announcing the public comment period and public hearing was placed in area newspapers on 3 different days of the week for 5 weeks before the public hearing.
  • Public service announcements were mailed to area radio and television stations concurrent with the release of the Notice of Availability and Notice of Completion.
  • A press release was distributed concurrent with release of the Notice of Availability and Notice of Completion. Others were released during the week of the hearing and after the hearing.
  • A press conference was held the day before the Draft EIS/EIR was released.
