- U.S.-CHINA RELATIONS: WHAT NOW FOR TAIWAN, GLOBAL BALANCE OF POWER? November 12, 1997 -- Commentators overseas continued to weigh in with their postmortems of Chinese President Jiang Zemin's recently concluded U.S. tour. The overwhelming majority contended that the "historic" summit between Presidents Clinton and Jiang had "created a sense that engaging Beijing does produce benefits," not only for the U.S., but also for regional and global stability and economic growth in East Asia. As analysts looked toward the future, however, many questioned how long the "shared interests" of the two superpowers would serve to unite them. A number of writers predicted problems ahead--most mentioned the Taiwan issue as a potential "firecracker."

Sinorama Vol. 22 No. 11 October 1997 -- The US-Japan Security Guidelines have adopted "creative obscurity" so as not to offend the PRC. Still, the ambiguity of the Guidelines to a certain extent enhances security in the Taiwan Strait. When the PRC was holding missile tests and exercises off Taiwan, the US aircraft carrier Independence appeared in the waters near Taiwan. This established a benchmark, if there is a crisis in the Taiwan Strait, the US will follow this precedent.

- HONG KONG JOINS CHINA: CAN 'ONE COUNTRY, TWO SYSTEMS' WORK FOR TAIWAN? July 3, 1997 -- In the days following the transfer of Hong Kong to Chinese sovereignty, two new themes emerged in the foreign media's assessment of the "new reality" of a China that also includes one of the world's freest and most vibrant economic centers. The first was speculation on what effect the "virus" of Hong Kong's "freewheeling" lifestyle and economy might have on the mainland. Of equal interest to overseas analysts were Beijing's intentions toward Taiwan following statements out of Beijing that "the 'one country, two systems' formula...can also work for Taiwan." Dailies in Taipei were quick to counter that Taiwan was "absolutely not another Hong Kong" and argued strongly in favor of "self-determination" for its 21 million people.
