  • Iraq's position Vis -a -Vis Relevant Security Council Resolutions Iraqi Government 16 Jul 2002-- UN Secretary General has on many occasions affirmed that the sanctions imposed on Iraq represent an ethical dilemma for the UN, and also affirmed that the imposition of the two no-fly-zones on Iraq together with the use of force is but a unilateral act that has nothing to do with Security Council resolutions. Iraq has highly appreciated the efforts exerted by Mr.Kofi Annan, and cooperated with him when the US triggered a fabricated crisis in the end of 1997 concerning the (presidential sites). This false pretext was soon uncovered when it was proved later that these sites were not at any time places for producing or stockpiling weapons of mass destruction and that the US noise was thus aiming at finding excuses for launching an aggression on Iraq.
  • Talking Points on the Process of MOU Implementation Iraqi Government 16 Jul 2002-- Since six phases of the Memorandum of Understanding (MOU) signed by Iraq and the UN Secretariat on 20 May 1995 have been implemented, the Government of the Republic of Iraq has been to abide by the provisions of MOU as a temporary and exceptional measure. It has also fully cooperated with the UN agencies in the consideration and discussion of the needs of sectors covered by the procurement and distribution plans with a view to supply items within the period of time specified for each phase and to meet some basic needs of the Iraqi people.
  • Legal flaws in the compensation regime Iraqi Government 16 Jul 2002-- The UN Security Council has neither power nor legal competence, in accordance with the UN Charter, particularly chapter VII to settle compensation issues arising from state liability, although it has, in principle, the competence to determine state liability as contained in resolution 674 (1990). This view is supported by the precedents practiced by the Security Council itself.
  • The Return of Kuwaiti Property Iraqi Government 16 Jul 2002-- The Security Council resolution 686 (1991) paragraph 2 (d) has provided for the immediate return of Kuwaiti property. Paragraph 15 of Security Council resolution 687(1991) requested the UN Secretary General to report periodically on the steps taken to implement the return of Kuwaiti property, including a list of any property that Kuwait claims has not been return or handed over.
  • THE IMPOSED SANCTIONS Iraqi Government 16 Jul 2002-- An unprecedented and destructive sanctions regime was imposed on Iraq in 1990 through resolution 661 of August 6, 1990. The underlying pretext for imposing the sanctions was that Iraq is occupying Kuwait. Today, after almost ten years from the withdrawal of the Iraqi forces from Kuwait, the sanctions are still maintained.
  • US-UK military aggression against Iraq Iraqi Government 16 Jul 2002-- The United States of America and the United Kingdom launched a large-scale military aggression against Iraq on 16-20 December 1998, during which they fired 425 medium range Cruise missiles and carried out more than 600 air raids by operational aircraft stationed on the American and British aircraft carriers in the Gulf and from the Kuwaiti air bases. The military aggression targeted industrial infrastructures, military sites, security sites, communication nodes, strategic sites and civilian institutions. The aggression has resulted in heavy material and human losses.

The strike occurred at approximately 1:25 p.m. EST.
