A number of claims and counterclaims are being made on the Ukraine-Russia conflict on the ground and online. While GlobalSecurity.org takes utmost care to accurately report this news story, we cannot independently verify the authenticity of all statements, photos and videos.
On 24 February 2022, Ukraine was suddenly and deliberately attacked by land, naval and air forces of Russia, igniting the largest European war since the Great Patriotic War. Russian President Vladimir Putin announced a "special military operation" (SVO - spetsialnaya voennaya operatsiya) in Ukraine in response to the appeal of the leaders of the "Donbass republics" for help. That attack is a blatant violation of the territorial integrity, sovereignty and independence of Ukraine. Putin stressed that Moscow's goal is the demilitarization and denazification of the country. The military buildup in preceeding months makes it obvious that the unprovoked and dastardly Russian attack was deliberately planned long in advance. During the intervening time, the Russian government had deliberately sought to deceive the world by false statements and expressions of hope for continued peace.
"To initiate a war of aggression... is not only an international crime; it is the supreme international crime differing only from other war crimes in that it contains within itself the accumulated evil of the whole." [Judgment of the International Military Tribunal]
The UK Ministry of Defence reported that in a June 2023 report, the Stockholm International Peace Research Institute (SIPRI) assessed that Russia's military spending budget for 2023 is around 6.6 trillion rubles (USD $85.8bn). This equates to about 4.4 per cent of Russian GDP compared with 3.6 per cent in 2021, before the invasion of Ukraine.
Russia's true military expenditure remains uncertain due to a lack of transparency, including the use of classified budget lines, which account for approximately 22 per cent of the Russian Government's total budget.
Although only part of the defence budget is spent on the war in Ukraine, the increase in spending highlights the cost of Russia's activity in Ukraine. In addition, Russia almost certainly faces extra direct budgetary defence costs due to the war, including security expenses in the occupied regions and defensive measures in regions bordering Ukraine.
The General Staff of the Armed Forces of Ukraine reported that during the day June 30, the Russian occupiers launched another air-missile attack on the territory of Ukraine, using 4x anti-aircraft guided missiles from the S-300 air defense system and 13x Iranian strike UAVs "Shahed-136/131" at military and infrastructure facilities in the Zaporizhzhia Oblast. The Ukrainian Defense Forces destroyed 10x out of 13x strike UAVs of the "Shahed-136/131" type.
In general, during the day, Russian forces launched 8x missile and 34x air strikes, launched 40x MLRS attacks from on Ukrainian cities and Defense Forces. Unfortunately, civilians were killed and wounded, more than 20x civilian houses and an educational complex were damaged.
The threat of missile and air strikes across Ukraine remains high.

Volyn' and Polissya axes: no significant changes detected. There are no signs of the formation of offensive groupings.

Zaporizhzhia and Kherson axes: Russian forces are on the defensive, and concentrate their main efforts on preventing the advance of Ukrainian troops. At the same time, the Russian occupiers continue to loot and use the civilian medical infrastructure of temporarily occupied settlements to provide medical care to their wounded servicemen. In the village of Novopskov, Luhansk Oblast, Russian servicemen loaded the furniture from the maternity hospital onto military vehicles and took it to an unknown destination, while the Russian invaders are converting the territory of the maternity hospital into a field hospital.
