From September 14 to 20, 2015, the Center-2015 strategic command and staff exercise (SKShU) was held at 20 land, sea, and aviation test sites in the Central and Southern Military Districts. This event was the final stage of operational and combat training of the Armed Forces of the Russian Federation in 2015, as well as joint activities of combat training of the armed forces of the States members of the Collective Security Treaty Organization (CSTO).

The military administration bodies and the troops of the Central Military District (TSO), the Caspian Flotilla, the Airborne Forces, the long-range and military transport aviation of the Aerospace Forces of Russia, as well as the governing bodies and units of the Ministry of Internal Affairs, the Ministry of Emergency Situations, the Federal Security Service, the Federal Security Service and the Federal Police Service Russia, the task force and units from the Armed Forces of the Republic of Kazakhstan, which are part of the Collective Operational Response Forces of the CSTO.

In total, about 95 thousand military personnel took part in the SKSHU; more than 7 thousand weapons and military equipment, up to 170 aircraft and 20 ships were involved, including in the European part of the Russian Federation at the Totsky and Donguz test sites - up to 12 thousand military personnel more than 470 armored combat vehicles, about 90 tanks, over 250 infantry fighting vehicles, up to 130 armored personnel carriers, as well as about 20 artillery systems and multiple launch rocket systems. The exercise was supervised by the Chief of the General Staff of the Armed Forces of the Russian Federation - First Deputy Minister of Defense of the Russian Federation, Army General Valery Gerasimov.

During the exercise, the readiness of the bodies of the military administration of the armed forces of the CSTO member states to control the coalition forces in localizing an international armed conflict, blocking and destroying illegal armed groups during joint special operations was evaluated. In addition, the bodies of the military administration of the armed forces of the CSTO member states have worked out the work algorithms when planning joint special operations, organizing and conducting combat operations.

The commanders and staffs received practice in planning the operation to localize and resolve an international armed conflict, as well as control coalition groups of troops (forces) in the conduct of hostilities. The various stages of the practical actions of the troops during the Center-2015 strategic command and staff exercise were held at 20 land, sea, and aviation test sites and terrain sections in the Central and Southern military districts.

In addition, as part of the Center-2015 exercise in the territory of the Republic of Bashkortostan, the Novosibirsk, Samara and Chelyabinsk regions, mobilization readiness and actions of the troops were verified when deploying and maintaining territorial defense for the protection of important state facilities.

Before the start of the exercise, for seven days, from 7 to 12 September, the troops of the Central Military District, the Caspian Flotilla, the Airborne Forces, the military transport aviation, as well as parts of the aviation forces of other military districts were involved in a sudden combat readiness check.

During a sudden verification of combat readiness, a large-scale regrouping of troops over long distances was carried out. For example, the formations of the 41st Central Military District were transferred from near Novosibirsk to the Orenburg Region, and the connections of the 2nd Central Military District Army from near Samara to the Astrakhan Region. Aviation military districts, redeployed to the airfields of the Central Military District, performed flights at a distance of about 6 thousand kilometers.

Under the leadership of the Commander of the Airborne Forces, the issues of troop transfer were worked out with the involvement of the maximum number of military transport aircraft and transport helicopters, landing in various ways with subsequent practical actions on unfamiliar ground.

In addition to conducting a surprise check of the Central Military District troops, together with the General Directorate of special programs, the Ministry of Health, the Ministry of Agriculture, the Ministry of Industry and Trade, the Federal Medical-Biological Agency, the Federal Agency for Fisheries and the Federal Reserve and the Administrations of the Republic of Bashkortostan, the Novosibirsk, Samara and Chelyabinsk regions checked their readiness tasks in wartime conditions.

In the course of the sudden verification of combat readiness and SKSU “Center-2015” on behalf of the Minister of Defense of Russia, a new organizational structure of the Central Military District was also tested.

The Russian army with a coalition of friendly countries at the Center-2019 strategic command and staff exercises would neutralize a conditional state that spreads terrorism and launched a war. This was announced on 12 September 2019 by Russian Deputy Minister of Defense Colonel General Alexander Fomin at a briefing for military attaches. According to the legend of the exercises, Fomin noted, the influence of Islamic extremism on the countries of the Middle East and Southeast Asia, and then in the Central Asian region, was growing. "A conditional state has been created in the south-west of the Russian Federation. Its leadership shares the extremist ideas of the leaders of international terrorist organizations," the deputy minister said.

He specified that due to a fictional country, according to the scenario of maneuvers, radical Islamism penetrated the territory of neighboring states. “With the developed armed forces, the conditional country is attempting to exert pressure, including force, on the Russian Federation and, ultimately, the escalation of tension escalates into an armed conflict,” said Fomin.

The topic of the exercises, Fomin called the use of a group of forces of a coalition of states to combat international terrorism and ensure military security in Central Asia. Military contingents of Kazakhstan, Kyrgyzstan, Tajikistan, Uzbekistan, India, as well as China and Pakistan were invited to participate in the maneuvers. The exercises was held in two stages. At the first stage, the control of the troops, the reflection of air strikes, reconnaissance and defensive actions were worked out for three days. At the second two-day stage, the multinational force worked out a "massive fire strike to defeat the opposing conventional enemy."

The main actions of Center-2019 took place on September 16-21 at eight training grounds in Russia (Totsky and Donguz in the Orenburg region, Adanak in Dagestan and Ashuluk near Astrakhan, Chebarkul training ground in Chelyabinsk region and Safakulevo near Kurgan, Aleisk and Yurginsky training grounds in Altai Territory and the Kemerovo region in the Caspian), as well as at foreign test ranges in Kyrgyzstan, Kazakhstan and on the territory of the 201st Russian base in Tajikistan.

In total, about 128 thousand military personnel, more than 20 thousand units of equipment and weapons, about 600 aircraft and up to 15 ships were involved in the strategic command and staff exercises of Center-2019.

The conditional state, which became the main opponent of the coalition of countries at the Center-2019 exercises, was not related to any particular country, Fomin said. "I would like to emphasize that the Center-2019 exercise is purely defensive in nature. According to him, the exercises were aimed "exclusively at training troops in conducting military operations in modern conditions." According to the scenario, the Armed Forces of the Russian Federation together with the troops of friendly countries must neutralize a conditional state whose leadership supported the ideas of terrorism, distributed them in the territory of neighboring countries and unleashed an armed conflict.

He also noted that the main stages of practical action of the troops took place on the territory of the Russian Federation. The conditional state itself, as the target of the exercises, were located in the south-west of the country.

Nearly 13,000 troops were deployed at the Adanak, Totsky and Donguz training grounds during the rally of the main episode of the Center-2019 strategic command and staff exercises, Fomin said. “At the Totsky and Adanak training grounds in the European part of the Russian Federation, in the zone of application of the Vienna Document of 2011 on confidence- and security-building measures, as well as at the Donguz training ground, up to 12950 people will be involved, of which up to 10700 military personnel of the Russian Federation, and up to 2250 foreign countries man," said Fomin.

According to him, up to 250 tanks, up to 450 infantry fighting vehicles and armored personnel carriers, as well as up to 200 units of artillery systems and MLRS also took part in the main episode of the exercises. The Russian military department invited military attaches accredited in Moscow to the Donguz training ground in the Orenburg region, where the main phase of the strategic command post exercises will take place, Fomin said.

The briefing was attended by over 100 representatives of the military-diplomatic corps from 71 countries, including 20 of them from NATO countries. "We plan to organize a visit to the Donguz training ground for representatives of the military-diplomatic corps accredited in the Russian Federation on September 20 to monitor the practical actions of troops during the active phase of the exercise," said Fomin. He once again emphasized that the Center-2019 exercises are purely defensive in nature and are aimed exclusively at training troops.

Troops participating in the Center-2019 strategic command and staff exercises are returning to their permanent deployment points. This was stated in a message distributed by the press service of the Central Military District (CVO) on 21 September 2019. “CVO units return to permanent deployment centers after participating in the Center-2019 strategic command post exercises. Compounds and units of CVOs leave practical areas on the training grounds of the Urals, Volga Region, and Siberia. Training units return from Kazakhstan, Kyrgyzstan, and Tajikistan -fighting missions as part of united groupings, "the report said.

The press service added that military units from China, Kyrgyzstan, Kazakhstan, Tajikistan, Uzbekistan, Pakistan and India also took part in the transfer of joint practical actions at the Donguz training ground. a total of 128 thousand military personnel, more than 20 thousand units of military equipment, about 600 aircraft and up to 15 ships and support vessels took part in the Center-2019 exercises.

The main actions took place from September 16 to 21 at combined arms ranges located in the Astrakhan, Kemerovo, Kurgan, Orenburg and Chelyabinsk regions, in Dagestan and the Altai Territory, as well as in the Caspian Sea. Military personnel from India, Kazakhstan, Kyrgyzstan, China, Pakistan, Tajikistan and Uzbekistan also took part in the exercises.

Maneuvers took place at six combined-arms training ranges and two training ranges of the Air Force and Air Defense Forces in Russia, as well as in the waters of the Caspian Sea. The exercises worked out security operations in the Central Asian direction and the fight against international terrorism.

In the Orenburg region, Russian missile launchers successfully launched the Iskander-M cruise missile. A target imitating a critical object of a conditional enemy was destroyed. To assess the effectiveness of the strike into the air, the Orlan-10 unmanned aerial vehicle was raised.

Not without incidents - two landing armored vehicles dropped by parachutes from aircraft crashed to smithereens. The Ministry of Defense reports that the parachute systems did not work for the armored vehicles landing on the Il-76 aircraft. As a result, two BMD crashed to the ground from a height of several hundred meters. There were no crews inside the equipment, at first the Ministry of Defense stated that there were no victims of the incident. Subsequently, information appeared about five injured paratroopers who jumped separately from the equipment.
