Quartering and Construction Service

The basic tasks of management of control are:

• the organization for staffing the organs of the Arms Forces Administration, military parts, organizations and establishments of the service of Rio by officers and by ensigns (Warrant Officers), and also the construction and Barrack Services Directorates of military districts of commissioned personnel;
• the realization of selection and arrangement of officer personnel and ensigns (Warrant Officers) in the service, the construction and Barrack Services Directorates of military districts;
• the organization of the passage of military service (service) by soldiers and by federal civil using in the military construction parts, subordinated to chief of a service;
• participation in the development of the state educational standards of the training of officers of construction specialties with higher education for the armed forces;
• the organization of the activity of subordinate to the service of educational institutions and the optimization of the system of training military personnel;
• the guarantee of strengthening law and military discipline in the military construction parts, subordinated to chief of a service;
• the improvement of the system of training the soldiers of service;
• the organization of the moral-psychological guarantee of service;
• the realization of the measures of the legal and social protection of soldiers and persons of civil personnel of service and members of their families;
• the organization of interaction with the organs of power of the state, the public organizations, religious [konfessiyami] and media.

On June 16, 1950 the directive of General Staff created the personnel division with the deputy minister of defense for building and quartering of the troops. This date it is customary to assume as the birthday of the central cadre organ of military construction complex. In the history of military building the end of the 1940s and the beginning of the 1950s were the significant facts that was during this period created the united system, which covered all forms of activity, which ensure capital construction for all military services during united centralized control.

Together with the organizational formulation of the structure of control of military construction complex under the management of the deputy minister of defense for building and quartering of the troops arose the objective need of creating the united cadre organ for work with the military personnel, called to carry out into the life the manufactured state cadre policy, to be occupied by selection and arrangement of Generals and officers on the post, by completion of military construction organizations and parts by commissioned personnel, by questions of calculation, displacements over the service, release, rewarding, awarding service ranks, i.e., by the circle of the problems, which compose in the totality the concept of cadre work, which in view of its specific character relates to the number priorities of the aspects of the Arms Forces Administration.

The first chief of the formed division became Colonel M.N.Batenchuk. Participant in the World War II, rewarded with seven orders and many medals. As the ancestor of cadre organ, who led it 10 years, it several made so that the division could at the high level solve vital cadre problems. On May 12, 1965 on the base of division is created the management of the control of the construction- apartment organs of Defense Ministry. On September 26, 1989 in the composition of control is included the division of military educational institutions and it is renamed in the administration of personnel and military educational institutions of the construction- apartment organs of the Defense Ministry of the USSR.

Since December 1, 2004 control was re-formed in the management of the control for the administration for the chief of a service of quartering and construction of the RF Ministry of Defense. During the history of existence of cadre organ they led it: Colonel M.N.Batenchuk (1950-1961), Major General V.N.Sedov (1961-1977), lieutenant general K.I.Mukhin (1977-1989), Major General I.F.Uretskiy (1989-1994). In December 1994 the chief for administration assigned Major General N.F.Frolov.
