Il-276 SVTS - Program
The Russian military urgently needs the IL-276 to replace the fleet of outdated transporters built in Soviet times. In addition, the novel aircraft can be of interest to foreign buyers, primarily from among the traditional partners of Russia. In the future, it will replace all those transport vehicles that have not been manufactured since the times of the USSR - An-12, An-72, and An-32. During the first years of production, the industry will have to hand over several dozens of serial SVTS aircraft to the customer. At first, the main task of mass production will be the replacement of obsolete An-12 vehicles, the operation of which is completed in connection with the development of the resource.
The idea of creating a medium transport aircraft for the Air Force, capable of replacing obsolete An-12 and other similar equipment, appeared at the turn of the 1980s and 1990s. At that time the firm "Ilyushin" carried out a theoretical study of the prospective project, but this work was stopped. For certain reasons, then, it was not possible to obtain fundamental advantages over the existing or alternative technology, because of what the project was stopped.
The intergovernmental agreement on the joint development and construction of the MTA was signed by Moscow and New Delhi in 2007. Three years later, the base agreement was concluded by the Russian United Aircraft Corporation and India's Hindustan Aeronautics Limited. It was expected that the first flight the aircraft will perform in 2017. Subsequently, the terms were shifted several times. And in late 2015, the Indian side announced the withdrawal from the project.
In 2014, the Aviation Complex Ilyushin suggested that the Russian Ministry of Defense deploy work within the framework of the SVTS program. At the same time in the requirements for technology it was planned to take into account only the needs of the Russian customer, excluding any Indian influence. Soon it was decided in principle to develop a new project.
In September 2016 representatives of Ilyushin reported that the project of a medium military transport aircraft (SVTS) would be continued. And in June 2017 SVTS received the official name of IL-276 (earlier in the Russian media the project of MTA-SVTS was called Il-214).
It was planned to begin the sketch design of the new aircraft in December 2017. The design work would take several years. Not later than the beginning of 2023, the design, preparation for production and construction of the first experimental machine would be completed. For the first quarter of 2023 the first flight of the prototype is planned. Complete the necessary checks are expected in 2025, and in 2026 the troops will be able to get the first serial SVTS.
The volume of investment in the preparation of production of the transport aircraft IL-276 for 2021-2022 is reduced by 10 times, it is necessary to adjust these parameters. This was announced on 02 November 2017 by the head of the State Duma commission for legal support of the development of organizations of the Russian defense industry complex, the first vice-president of the Union of Machine Builders of Russia Vladimir Gutenev at the visiting session of the commission in Ulyanovsk. "The main problem is the unintended budget financing of R & D [experimental design] for the creation of a medium transport aircraft IL-276 for 2018-2020. The total volume of investments in the preparation of production for 2021-2022 by the draft state program has been cut by a factor of 10. I believe that in our decisions should reflect the task of adjusting these parameters," he said.
The outline design of a promising medium military transport aircraft (SVTS) Il-276 is scheduled for completion in 2019, according to the press service of the Aviation Complex named after A.Ya. S.V. Ilyushin (part of the division of transport aviation of the United Aircraft Building Corporation). “The preliminary design of the SVTS is planned to be completed by the specialists of PJSC Il in 2019, the list of subcontractors of the development work has already been approved,” the company said 15 November 2018. They specified that the development is carried out simultaneously with two types of engines - in the first stage, the aircraft will be equipped with the PS-90A-76 engine, and the next one - with the upgraded PD-14. "On-board radio-electronic equipment will allow flying in any weather conditions day and night, in all climatic zones," added Ilyushin.
The draft design of the promising medium military transport aircraft Il-276, previously known as the Russian-Indian project MTA (Multi-role Transport Aircraft), should be protected in the spring of 2019. Completion of the bulk of the design work, pre-production and the first flight of the IL-276 is planned in 2023, the start of serial deliveries of the aircraft to the troops is expected in 2026.
