IL-114 Program

Il-114 final assembly occurred at TAPO in Tashkent, Uzbekistan. However, in March 2013, TAPO ceased aircraft production. The TAPO plant may now be used for the manufacture of household items, building structures, and parts for automobiles and farm machinery.

The IL-114 family of aircraft was designed in the 1980s OKB Ilyushin. At the beginning of the 1980s the Experimental Design Bureau n/a S.V. Ilyushin evaluated the development trends in passenger aviation and studied more than 30-years of operational experience of the IL-14 aircraft and its various modifications. Finally, the experts proposed to develop a new passenger airplane for the domestic airlines - IL-114. The development of the Ilyushin-114, designed to replace the An-24 began in 1984-85. The Ministry of Aviation of the USSR approved that proposal and in spite of the works led by the ILYUSHIN team on the IL-96-300 airplane, development of the IL-114 airplane was launched. The first of three test aircraft took off March 29, 1990.

IL-114 was produced at the Tashkent Aircraft Production Association named after Chkalov. The aircraft was developed in the 1980s, about 20 aircraft were produced in Uzbekistan.

In early 1995, Prime Minister Utkur Sultanov requested U.S. Government assistance in transforming the Tashkent Aircraft Production Association named after Chkalov (TAPO) from a public sector military enterprise into a viable private sector commercial enterprise. In response, the U.S. Trade and Development Agency (TDA) approved two Technical Assistance Grants, in the amounts of U.S.$1,000,000 and $600,000 respectively, to partially fund the cost of goods and services required to facilitate the development and sale of TAPO manufactured aircraft on commercial terms. Activity under the first Grant was successfully completed in September 1997 with the identification of the sales/lease of up to ten Ilyushin 114 aircraft with Pratt & Whitney engines to Uzbekistan Airways. The implementation of a financial structure to accommodate the sales/lease of these ten aircraft was initially defined as the scope of work for the second grant. At the request of the National Bank of Uzbekistan (NBU) and TAPO, the scope was expanded to include other CIS based airlines.

On May 29, 1998, the U.S. Government, acting through the U.S. Trade and Development Agency, and the Government of the Republic of Uzbekistan, acting through the Department of Investment Program, signed the second grant for $600,000 in Istanbul, Turkey, at the TDA sponsored 'Crossroads of the world' conference. Success of the TDA funded program would result in a significant increase in orders for TAPO manufactured aircraft, and resultant employment benefits - both within Uzbekistan and the United States.

According to TAPO's marketing specialists, in excess of 300 Il-114 aircraft could be placed in service within the next ten years subject to the availability of financing. Through the funding of feasibility studies, orientation visits, training grants, conferences, and various forms of technical assistance, TDA enables American businesses to become involved in the planning stages of infrastructure and industrial projects in middle-income and developing countries. By doing this, the Agency provides American firms with market entry, exposure, and information, helping them establish a position in markets that are otherwise difficult to penetrate.

On June 17, 1998 Vadim P. Kucherov, General Director of the Tashkent Aircraft Production Association (TAPO) signed the Prime Contractor's Contract with Emerging Markets Finance Corporation (EMFC), at the American Business Center in Tashkent. EMFC, U.S. based project consultancy firm specializing in CIS aviation projects, will coordinate the activities of Pratt & Whitney Canada, AlliedSignal Aerospace, Price Waterhouse, UzinvestProject and Uzavialeasing in formulating and implementing a financial structure to accommodate the sale/lease of the TAPO manufactured Il-114 aircraft within the CIS and abroad.

The Il-114 was certified in 1997. It was rightly regarded as one of the most advanced aircraft in the Russian Federation. However, until recently only two such airliners existed that were used by the Vyborg airline. The situation was a matter of much concern. After such a spectacular flight, however, the Il-114 appears to have a bright future. In 2002, the Vyborg airline began operating 64-seat Ilyushin Il-114 aircraft manufactured by the Tashkent TAPO plant. However, this airline failed to build a position in the regularly-scheduled market, where Il-114 could be operated.

Uzbekistan has agreed to accept the the Chkalov Aircraft Building Corporation based in Tashkent as a partner in the United Aircraft Building Corporation. It includes components of the IL-76 but, above all, there was the very promising IL-114 turbo propeller, which can also be used for transportation.

In July 2006 Russian companies producing the "IL-114-100" planes signed an agreement on the supplies of 30 "IL-114-100" planes. The cost of each one of them was equivalent to 10.5 million dollars. This was announced at the international aerospace fair in London's suburb Farnborough. Russia was represented there by more than 60 enterprises. More than 1,500 firms from 35 countries have put on show their models at the airspace fair in Farnborough.

MAKS-2007 air show was an opportunity for the Russian market to increase its Il-114 fleet size. At this major Russian aerospace show, two new domestic carriers - Otkrytoe Nebo and Kontinent - signed an agreement with Ilyushin Corp. for the delivery 96 Il-114 aircraft and Il-112 freighters. However, there are concerns that the TAPO facility will not be able to complete this order due to a lack of qualified production personnel, making the Il-114's prospects unclear.

A draft decision in the first session of the intergovernmental commission on economic cooperation between the Russian Federation and the Republic of Uzbekistan. It involves the supply to the Russian airline market a family of 30 regional aircraft IL-114 and to take all necessary actions related to certification of the new re-modification of aircraft IL-114-300 training aircraft technicians and the corporate service new technology. Construction of the first new aircraft type IL-114-300 was to be completed in 2007. Bundling the first three aircraft at the expense of its own funds CJSC «TEHNOSPETSSTAL-ENGINEERING» and OAO «AviaBalt», as well as by attracting bank loans. Certification of the aircraft IL-114-300 will be funded from the budget within the Russian federal program «Development of civil aviation technologies by 2015» and be completed in April 2008. Delivery of aircraft carriers planned for the financial or operational leasing, as well as through direct sales.

Production in Russia turboprop regional aircraft IL-114 can be implemented in full only in the case of an increase in funding of the state program of development of the aviation industry. This was stated in December 2014 in the materials to the updated state program prepared by the Ministry of Industry.

As directed by the President of the Russian Federation dated October 14, 2014, serial production of the aircraft would be at the aircraft factory "Aviacor" for the needs of the Ministry of Defense and Civil Aviation. Before starting the serial production of the aircraft the three decade old design must be upgraded.

But the project will require additional funding in the amount of about 50 billion rubles [about $1 billion]. This was required to perform research and development to refine the engine for the IL-114, upgrades, training of production, a system of after-sales support, as well as providing state support to Russian leasing companies in order to develop mechanisms to promote the aircraft to the Russian market.

The total amount of possible sales of modernized IL-114 for various customers in the period 2019-2030 years can be about 320 aircraft. Serial production of IL-114 and its power plants TV7-117 Technology and design documentation after their additional certification will put the first production aircraft in 2019 and build by 2025 to a maximum rate of production - 24 aircraft per year.

Ilyushin Il-114 short-haul planes will be produced in Nizhny Novgorod, Russian Deputy Prime Minister Dmitry Rogozin said on 09 November 2015. "Orders have been given to develop a short-haul plane on the basis of the Il-114. Production will be launched in Nizhny Novgorod, " Rogozin said. Until 2012 Ilyushin Il-114 planes had been produced at the Tashkent Aircraft Plant. In all, 17 planes were built, and seven of them are still in use by Uzbekistan Airways. About 320 Ilyushin Il-114 planes are expected to be sold in the period from 2019 to 2030. Peak output of 24 planes per year may be reached in 2025. The delivery of the prototype was due in 2018-2019, and 24 planes of the kind would be supplied to customers by 2025 (an approximate unit cost was 960 million rubles including VAT in 2014 prices).

As of 2015 tThe total market potential aircraft special modifications, created on the basis of Il-114-300, was estimated at 170 until 2030. Domestic demand for special class aircraft IL-114-300 was valued at 100 units until 2030. According to plans of the SDO in the period to 2020 the Russian Defense Ministry plans to buy 12 special class aircraft IL-114-300. Continued procurement in view of the objective needs of the Russian Defense Ministry, was expected after 2020.

Potential foreign market was estimated at 60 special aircraft until 2025, and 50-70 in the period after 2025. The most likely customers in the global market may become the CIS countries, Algeria, Angola, Venezuela, Egypt, India, Vietnam, Ecuador, Cuba. Thus, according to the forecast of a moderate, shipments Il-114-300 in the period up to 2030 will be about 150 aircrafts. The total need for different versions of IL-114-300 was estimated at 228 aircraft.

The general director of corporation "Il" Sergey Vel'mozkin in October 2016 said that the first updated turboprop aircraft Il-114 will rise in the air in 2019. He noted that the Ilyushin Design Bureau has already begun work on digitizing the documentation and preparing technical requirements. Then the certification procedure will follow, and from 2021 the IL-114 will begin to ship to the airlines.

President Vladimir Putin expressed hope on 26 January 2017 that the launching schedule for the Il-114 will be met. "I count on the fact that this work, especially as we made a decision about the source of financing, will be done on time, and we will see the modernized car," the head of state of Interfax quoted. By late 2017 neither administratively nor technologically anything prevents us from preparing the production of IL-114. The first airplane was being made now at the pilot production of Ilyushin in Zhukovsky, and works were actively underway to carry out the tests in the future. The serial aircraft will be produced in Lukhovitsy - the plant managers perfectly prepared all the logistics for this aircraft. The assembly will take place in the same workshop as the assembly of MiGs, in two parallel streams. Naturally, there will be a wide cooperation: some units will be produced at the Sokol plant, some at the  VASO , our Voronezh aircraft factory. All this will be brought to the suburbs, where the final assembly will be carried out.

A line of aircraft manufactured at the Moscow Aircraft Building Corporation "MiG" near Moscow was supplemented with a new name: in 2020 a civilian Il-114 aircraft will be assembled at a factory in Lukhovitsy. The production of IL-114 at the Lukhovitsa machine-building plant was a project adopted at the federal level. By 2017 an appropriate workshop had been established on the territory of the enterprise and documentation was being prepared. In addition, in the vicinity of the plant, 2 hectares of land had been allocated for the construction of housing for employees.

Production of the first six sides was scheduled for 2020. Next, it was planned to produce 12 aircraft in 2021-2026, 10 planes in 2027, eight in 2028, and four in 2029. In total, the plant will produce 100 machines. The base version of the aircraft will be a passenger, but it was assumed that the IL-114 will be produced in medical, reconnaissance, patrol and anti-submarine versions.

The third Il-114-300 prototype aircraft joined the flight test program March 31, 2025. This regional jet was developed by PJSC Ilyushin, a subsidiary of Rostec's United Aircraft Corporation. The aircraft was comprised entirely of domestically produced systems and equipment, and was being developed in cooperation with leading Russian developers and manufacturers. Two prototype aircraft took to the air at once. The second prototype, which was undergoing certification testing, completed its 100th flight today, having logged over 280 hours in the air. The newly built aircraft was piloted by a crew from PJSC Ilyushin, consisting of commander and test pilot Alexey Gazdiev, Hero of Russia test pilot Mikhail Kondratenko, flight test engineer Maxim Belin, and lead engineer Roman Stepanov. During the maiden flight, the aircraft's stability and controllability were tested, as well as the operational stability of all systems and equipment, a significant portion of which was supplied by Rostec State Corporation enterprises. The newly constructed aircraft's maiden flight lasted 30 minutes. The aircraft performed a paired pass over the runway at an altitude of 100 meters. Following the mission, the crew commander reported that the mission had been fully accomplished, with no issues with the equipment's operation. "Today, we lifted another Il-114-300 prototype into the air. This was a credit not only to the team at PJSC Ilyushin and the manufacturer, but also to the extensive cooperation that ensures the development and supply of components. Currently, the second prototype aircraft was performing flights almost daily as part of the additional certification testing program. The addition of another aircraft will enable us to complete the required testing and certify the aircraft within the stated timeframe. Deliveries of production aircraft to operators will begin next year, in strict compliance with contractual obligations," noted Daniil Brenerman, Managing Director of PJSC Ilyushin, commenting on the flight. The regional aircraft was being developed at the request of the Russian President to address the country's transportation connectivity needs. The Il-114-300 modernization and serial production resumption program was being implemented with the support of the Russian Ministry of Industry and Trade. "The successful flight of the third Il-114-300 prototype was another step toward certification. Adding the aircraft to the test program will expedite the process and allow us to complete all necessary procedures on time," said Gennady Abramenkov, Deputy Minister of Industry and Trade of the Russian Federation. The Il-114-300 aircraft was comprised of Russian components and systems and was equipped with domestically produced TV7-117ST-01 engines manufactured by the St. Petersburg-based UEC-Klimov (part of UEC of the Rostec State Corporation). The powerplant was certified in December 2022 and surpasses its foreign counterparts in technical specifications. It offers increased takeoff power and includes a new AV112-114 propeller with an increased thrust of 4 tons. The new Il-114-300 regional plane boasts improved performance, increased use of composite materials, and a new digital flight and navigation system. Nearly all major systems have been upgraded, with particular attention paid to improving the cockpit's ergonomics. The Il-114-300 was a regional passenger jet with a maximum capacity of 68 seats. It will replace the An-24, ATR-42/72, Bombardier Q-300, and CRJ-100/200 on local routes. The Il-114-300 will be capable of operating autonomously from relatively small airfields with both concrete and unpaved surfaces. It was also intended for use in Arctic regions. The latest Il-114-300 prototype took to the skies on the birthday of the outstanding aircraft designer Sergei Ilyushin, under whose leadership dozens of aircraft were developed for the country's military and civil aviation. Among them was the legendary Il-14 passenger jet, which long served as a reliable workhorse on domestic routes.
