107th Arsenal GRAU, Toropets Ammunition Depot Northeast

In Toropets, there were military units 54169 TT and 11777. The latter, among other things, had 122-mm rockets for Grads and 82-mm artillery mines. The Toropets site had served as the Russian army’s main European storage site for artillery rockets and missiles. Andrii Kovalenko, head of the Center for Countering Disinformation (CCD), said that Iskander missiles and North Korean KN23 missiles could also be stored at the warehouse near Toropets. According to pre-war Kremlin statements, base maximum rated capacity was about 30,000 tons of munitions of all types.

The Toropets Ammunition Depot Northeast, Toropets, Kalininskaya Oblast, USSR, Moscow MD as of June 1965 was a 850-acre installation that contained two administration buildings, three barracks, 54 ammunition storage buildings, 12 storage buildings, a probable packing and shipping building, 29 support buildings, a motor park, a vehicle shed and a vehicle maintenance building. Toropets Ammunition Depot South, was a 480-acre installation contains four administration buildings, seven barracks, six quarters, 77 storage buildings, 31 support buildings and a possible motor park.

Toropets Ammunition Depot Northeast is located approximately 3 kilometers (km) east-northeast of Toropets. In the 1960s the depot covered approximately 660 acres and consisted of a munitions storage area covering 540 wooded acres and an adjacent administration/support area covering 120 acres. The installation contained 47 storage buildings and 13 support buildings in the munitions storage area; 2 administration buildings, 11 barracks, 8 storage /maintenance buildings, and 49 support buildings, and a housing area consisting of 10 dwellings in the administration/ support section.

By 1965 the area was covered on several KEYHOLE missions of fair to good quality photography. Comparative analysis revealed no apparent change in facilities and a constant level of activity. The installation was rail served from Toropets. A loop rail siding and 2 spurs were located within the installation. A road from Toropets and loop roads served the area. Administration and Troop Housing Areas Area D1 contained 1 C-shaped administration building, 4 barracks, and 16 support buildings. Area D2 contained 1 C-shaped administration building, 7 barracks, and 22 support buildings. Area D3 is a housing area containing 10 buildings. Ammunition Storage Area Area F contained 47 storage buildings (five 160 by 50 feet, forty 150 by 40 feet, and two 130 by 40 feet), 10 support buildings, and 3 guardhouses. Equipment Storage/ Maintenance Areas Area J1 is a 225- by 200-foot fenced motor park containing one 100- by 60-foot storage/ maintenance building and 1 support building. Area J2 is a 320- by 230-foot fenced motor park containing 7 storage /maintenance buildings (one L-shaped, 130 by 65 feet and 120 by 40 feet, one 120 by 40 feet, one 75 by 40 feet, one 150 by 45 feet, two 100 by 40 feet, and one 85 by 65 feet) and 10 support buildings.

The target program for improving the system of storing missiles, ammunition and explosives, launched by the Ministry of Defense in 2012, is designed to eliminate the storage of ammunition in the open air, Rossiyskaya Gazeta reported in 2015. Modern storage facilities with a four-level security system and intelligent control will be built instead of the sites. The department will invest 90 billion rubles in modernizing the arsenals.

In the city of Toropets in the Tver region, construction of a modern arsenal for missiles, ammunition and explosives is being completed, Spetsstroy of Russia 04 December 2025. An arsenal for the integrated storage of missiles, ammunition and explosives would be put into operation in the city of Toropets in the Tver Region. The full load of each arsenal storage facility is up to 240 tons," said the deputy head of the military department.

According to him, the implementation of the arsenal construction program "will allow missiles, ammunition and explosives to be hidden in concrete and prefabricated storage facilities of new construction, eliminate the current overload at existing storage facilities, minimize the possibility of terrorist acts on the territory of the arsenal and qualitatively improve the environmental situation in the storage area." Bulgakov noted that the implementation of this entire set of measures will create a system for storing missiles, ammunition and explosive materials that “meets the highest world standards.”

A complex for the accommodation of personnel servicing the arsenal for storing missiles, ammunition and explosives of the logistics center of the Western Military District has been put into operation. This was reported to journalists by Deputy Defense Minister General of the Army Dmitry Bulgakov, who was on a visit to the district's troops. "In the administrative zone of the arsenal, we have built a complex for the accommodation of personnel with a closed life support cycle, when a serviceman, without leaving the barracks, receives all the services he needs... This complex includes all the necessary premises, located under one roof," said the deputy head of the Ministry of Defense.

According to him, the complex is designed to accommodate 200 military personnel. The residential complex was created using new technology from prefabricated structures. They are block-modular type buildings with the possibility of autonomous power and water supply. If necessary, container-type buildings can be quickly dismantled and moved to another location. The complex is equipped with sleeping quarters, a sauna, a gym, a canteen, a cafe, and a spiritual education room.

On July 26, 2024, former Deputy Defense Minister Dmitry Bulgakov was detained. The Main Investigative Directorate of the Investigative Committee of Russia is investigating a criminal case of a corruption nature, within the framework of which Dmitry Bulgakov, who held the post of Deputy Minister of Defense of the Russian Federation in 2008-2022, was chosen as a preventive measure in the form of detention. The necessary investigative actions are being carried out with the defendant. Most likely the arsenal construction was sub-standard, with the allocated funds embezzied, and the estimates were "adjusted".

The independent Russian research group Gulagu.net, in an investigation, said that state prosecutors had evidence that as much as 30 percent of state funding to renovate the Toropets base, some $16 million, was stolen by army logisticians.
