SS-3 Amphibious Maritime Patrol Aircraft

There are three major types of amphibians in the world: US-2 of Japan, CL-415 of Canada, Be-200 of Russia. In November 2011 the Japanese government has granted permission to ShinMaywa Corporation to respond to a global request for information by the Indian Navy. Sources said the company has offered an aircraft named ShinMaywa SS 3 in response to a Request for Information (RFI) issued by the Navy. Responses have also been received from Canada's Bombardier and Russia's Beriev company.

The ShinMaywa US-2 fleet is deployed by Japanese Maritime Self Defence Forces across their remote islands chain for exclusive economic zones protection, surveillance and search & rescue operations. India and Japan are discussing the methodology of procurement of Amphibian Aircraft US-2 requirements of the Indian Navy.

Prime Minister of India H.E. Shri Narendra Modi visited Japan on October 28-29, 2018 for the India-Japan Annual Summit with Prime Minister of Japan H.E. Mr. Shinzo Abe. During the visit, recognizing the unparalleled potential for development of relations between the two countries, Prime Minister Modi and Prime Minister Abe reviewed the significant milestones achieved over the last four years and outlined a shared vision for the future of India-Japan relations.

The India-Japan Special Strategic and Global Partnership, firmly rooted in history and based on common values is the mainspring for advancing the two countries’ shared strategic objectives and achieving peace, prosperity and progress to realize a better future for the people of the two countries. As the two Prime Ministers resonantly elucidated in the series of SAMVAD dialogues, the universal values of freedom, humanism, democracy, tolerance and non-violence, which have been shared between India and Japan throughout a long history of academic, spiritual and scholarly exchanges, not only constitute the basis for the India-Japan bilateral relationship but also underscore the principles for the two countries to work together for the benefit of the Indo-Pacific region and the world at large.

The two leaders shared their view that in order to achieve this shared vision, India and Japan must endeavour to work together for a rules-based and inclusive world order that fosters trust and confidence by enhancing communication and connectivity to ensure rule of law, unimpeded trade and flow of people, technology and ideas for shared prosperity.

Prime Minister Modi recognised that the India-Japan relationship has been transformed into a partnership with great substance and purpose and is a corner stone of India’s Act East Policy. Prime Minster Abe underscored the basic importance of India-Japan relationship for the regional order and is determined to advancing the "new era in India-Japan relations” so as to further cooperate for peace, stability and prosperity of Indo-Pacific. Based on their shared vision, the two Prime Ministers reiterated their unwavering commitment to working together towards a free and open Indo-Pacific. The two leaders also affirmed that ASEAN unity and centrality are at the heart of the Indo-Pacific concept, which is inclusive and open to all. They shared willingness to expand concrete cooperation with the U.S. and other partners. The two leaders’ vision for the Indo-Pacific is based on a rules-based order that respects sovereignty and territorial integrity of nations, ensures freedom of navigation and overflight as well as unimpeded lawful commerce, and seeks peaceful resolution of disputes with full respect for legal and diplomatic processes in accordance with the universally recognised principles of international law, including those reflected in the UNCLOS, without resorting to threat or use of force.

Mahindra Defence Systems, part of the Mahindra Group, on 11 April 2018 signed a pact with Japan-based ShinMaywa Industries for manufacturing and assembling of amphibious aircraft ShinMaywa US-2 in India. In a statement, Mahindra said that both companies have entered into the partnership with a view to set up maintenance, repair and overhaul (MRO) services in India and also undertake manufacturing, assembling of structural parts & components for US-2 amphibian aircraft etc.

Mahindra Group President for Aerospace & Defence Sector SP Shukla said: "This partnership between two companies familiar with the aviation business is positive especially for MRO and maintenance services in the Indian defence aerospace sector. Our partnership will enable us to leverage our strengths and consequently this will contribute to growing Indian aerospace ecosystem." Speaking on the importance of this aircraft for India, ShinMaywa Industries Director Yasuo Kawanishi said: "This is a versatile aircraft ideally suited for Indian conditions. The US-2 with its unmatched capability is considered to be extremely useful for strengthening the safety and security of long range fleet support and off-shore assets." The pact was signed on the side lines of DefExpo 2018 in Chennai.
