Anders WPB - Program
In August 2012 local daily Rzeczpospolita reported that the Polish Army planned to acquire up to 1,000 new armored vehicle in different variants. It was expected that Poland’s Ministry of Defense would sign a deal to launch production of the Anders, the tank prototype developed by Bumar Group’s OBRUM Gliwice research unit.
According to the Polish newspaper “The order will be placed with the Polish defense industry, but to boost the design and production phase, it will be vital to cooperate with top foreign defense manufacturers,” said retired Gen. Waldemar Skrzypczak, Poland’s deputy defense minister responsible for the armed forces’ modernization.
The Polish program was part of a plan to overhaul the country’s land forces. In January 2012, Polish Defense Minister Tomasz Siemoniak said that “launching a national tank program as part of efforts to increase the [land forces’] mobility” is one of the Army’s key modernization priorities. The amount of the planned purchase was not disclosed by the deputy defense minister.
The Polish military planned to begin testing the Anders within two years, Skrzypczak said. Krzysztof Krystowski, Bumar’s CEO, has announced plans to involve private defense companies in what could be one of the largest acquisitions of the Polish armed forces in the forthcoming years. Set up in 2002, the state-owned Bumar Group is Poland’s leading defense industry player.
In February 2013 the company announced that the Polish defenses set up a consortium to develop a new tank, combat infantry car and other vehicles. According to notes the press agency Altair: "Consortia are based on Huta Stalowa Wola, Gliwice Research and Development Centre for Mechanical Appliances OBRUM, Mechanical Plant Bumar-Labedy, Military Mechanical Plant in Siemianowice Slaskie, Poznan Military Industrial Automotive, Deblinska Military Industrial Engineering, Military Institute Armoured and Automotive Technology - Research Institute of Sulejowek and the Military Industrial Electronic from Zielonka.
The aim of the consortium is knotted together to prepare and submit their tenders to the Inspectorate of Armaments (IU) or the National Center for Research and Development (NCBiR) for the performance of design and research and development related to the mentioned four classes of military vehicles. In the longer term they should follow any orders MON on their production seryjnej.Kazdy of these products will be developed by a select group of companies under the guidance of the leader of the consortium.
In the case of IFV will be the HSW tank: Bumar-Labedy, transporter: AMP and car engineering protection: WZInz. Only when Polonization Leopards tied consortium consists exclusively of the companies of the Bumar Group.
The leader is ZM Bumar-Labedy, which will work with OBRUM Gliwice and Warsaw company Bumar. The strategic partner is the German Krauss-Maffei Wegmann.
Consortia are closed, and its members for the possibility of their exclusion from the group of companies that do not perform the obligations specified in the signed agreements. The scope of work for individual companies were not disclosed. According to unofficial information, the division of tasks is only in development."
On the other hand, the Internet portal of Stalowa Wola announces: "This is a very important event for the Polish defense industry" - says Antoni Rusinek, a board member of Huta Stalowa Wola SA - "We have set up a consortium to fairly and on sound principles combines Polish companies reinforcement around the implementation of key projects for Polish army weapons "- he added.
February 14, 2013 in Warsaw was signed a consortium agreement by Huta Stalowa Wola SA, Research and Development Centre for Mechanical Appliances "OBRUM" Ltd., based in Gliwice, Mechanical Plant BUMAR-Labedy SA, based in Gliwice, Military Markets mechanical SA, with its registered office in Siemianowice Slaskie, Military Industrial Automotive SA, based in Poznan, Military Industrial Engineering SA, established in Deblin, Military Institute of Armour and Automotive Technology - Research Institute, based in Sulejówek, Military Industrial Electronic Joint Stock Company, headquartered in Zielonka.
The aim of the consortium is a joint preparation and submission of the offer to the Inspectorate of Armaments of the Ministry of National Defence (MON) and / or the National Research and Development Centre (NCBiR) to perform research and development to develop "Combat car infantry with technical equipment mechanized battalion" ( BWP), as well as the implementation of the above mentioned works for the choice of the offer by the Consortium of Defense and / or NCBiR and subsequent implementation of the BWP for mass production.
The parties to the agreement appoint a consortium based in Stalowa Wola at ul. Kwiatkowski, and its leader is HSW. Consortium members have in principle equal rights and at the same time reserve that consortium can not be considered for the creation of corporations, civil law companies, commercial companies or other legal persons.
The Consortium is closed, and its members for the possibility of exclusion from among its members a company that fails to perform or improperly performs the obligations specified in the signed agreement.
- "The creation of the next consortia seems to be a matter of time. In our midst is located next several leaders of consortia able to effectively carry out further tasks in the field of technical modernization of the Polish armed forces, "- adds Antoni Rusinek, a member of the board of HSW."
The new platform battle, or rather multi-purpose, modular platform excavators, were to be developed under a program code-named "Chariot."
These plans, of course, were not realized. PDB technology demonstrator "Anders" currently is intended only for testing some solutions, like hybrid, and now it was rebuilt unmanned combat vehicle. Polish Defensive Holding (former Bumar) and broke the provisions on the establishment of a consortium and signed an agreement with a foreign partner, BAE.
