Termed the "Communist Catamaran" by China Times, "Ruili No. 10" was designed in detail by the Shanghai branch of the 701 Institute, with a total length of 82 meters, a profile width of 32 meters, and a designed displacement of 5,300 tons. After completion, it would meet the needs of relevant offshore scientific research and testing.
Wuchuan’s national ship assembly base is the cradle of China’s conventional submarines. The "715 Research Institute" and subordinate institute Hangzhou Ruili Technology Co., Ltd. is a key military-industrial research institute specializing in the development of acoustic, optical, and magnetic detection equipment in China. It has built-in sonar technology key laboratory, hydroacoustic first-level measurement station and other national technical institutions.
The name of this ship - - is a bit of a conundrum. The phoneme "Jui Li" or "ruili" is frequently rendered as "Rayleigh". This proper name is most commonly associated with John William Strutt, third Baron Rayleigh. Lord Rayleigh’s first researches were mainly mathematical, concerning optics and vibrating systems, but his later work ranged over almost the whole field of physics, covering sound, wave theory, colour vision, photography, electrodynamics, electromagnetism, light scattering, density of gases, viscosity, capillarity, elasticity, flow of liquids, and hydrodynamics. But his name is not notably associated with accoustics, and it is most unusual for a Chinese ship to be named after an English scientist. Hangzhou Ruili Technology Co., Ltd. is a wholly-owned subsidiary of the 715th Research Institute of China Shipbuilding Industry Corporation. The 715th Research Institute of China Shipbuilding Industry Corporation integrates basic research, model development, manufacturing, test and testing, and comprehensive service support of China's underwater acoustic equipment. Possibly this is the provenance of the ship name. And at times Ruili seems to be translated as "Perennial, maening lasting or existing for a long or apparently infinite time; enduring.

In the incident of "Impecable" in 2009, the research ship of the US Navy sailed into the coastal waters of Hainan to monitor Chinese submarines, triggering conflicts with Chinese law enforcement vessels.
After the "Impecable" incident, the Chinese Navy also began the development of a similar catamaran detection ship. On April 12, 2016, the CSIC Wuhan Shipbuilding Group successfully launched the catamaran "Ruili 10" at Shuangliu Base. "Ruili No. 10" was designed in detail by the 701 Shanghai branch and constructed by Wuchuan Group. It has a total length of 82 meters, a width of 32 meters, and a designed displacement of 5,300 tons. The American media has made a comparative analysis of Ruili and Impecable. In terms of shape and tonnage, although the two are comparable, the "Ruili 10" hull is wider and can be deployed with more detection equipment. From the perspective of power system, "Impecable" is equipped with ordinary diesel generators and two water-jet propulsion devices produced by General Motors of the United States. The maximum speed is only more than 10 knots, which is not the same as "Ruili 10." From the perspective of the application of new technology, the Impecable-class submarine monitoring ship was designed in 1991, and the keel was laid in March 1992. During this period, the construction was terminated due to various reasons, and the Wuxia submarine became the only seedling. Because of its age of design and construction, no matter the design concept or various shipboard equipment, there is a certain gap with the modern design concept "Ruili 10"
The platform's electric propulsion system and all equipment adopt the products independently developed by 712, including redundant power management systems, high-performance marine frequency converters, low-noise propulsion motors, etc., which means the independent electric propulsion system and core equipment developed by the institute It has been successfully equipped with high-end ships and has become a veritable "national product boutique".
After the signing of the ship contract, Wuchuan Group has fully introduced refined management concepts in product planning, design, construction, management, etc., and implemented the "five refined" management such as meticulous organization, meticulous planning, precise design, meticulous construction, and high-quality projects to ensure The ship has become a pioneer in safeguarding China's maritime rights and interests and protecting marine environmental resources. Since the start of construction in September 2015, the leaders of the 715 Institute attached great importance to the construction progress of this product, conducted on-site offices many times, and checked and coordinated the work; the shipowner's supervision group and expert group, based in Shuangliu base, are working side by side with the employees of the ship.
The 701 engineers overcame numerous difficulties, carefully designed, and the supervisors and CCS surveyors were there for follow-up inspection. Wuchuan Group will take this project as a key product, coordinate its advantageous resources, and make every effort to ensure the cycle and quality. Through the unremitting efforts of all parties, all the production and construction work before launching of the ship has been completed. The 312 CCS shipowner acceptance projects have all passed smoothly at one time. The first-class product rate is 100%, and the first-time X-ray inspection pass rate is 99.5%. The first pass rate of ultrasonic flaw detection is 99.3%. It takes only 7 months to complete the launch.
