PLAAF Base / Brigade - Re-naming
In December 2011, the PLAAF began creating air brigades - a reorganization that involves the creation of air brigades from air regiments. In addition to the aviation divisions, there were several independent regiments (largely reconnaissance) and eight flight training academies (which, like divisions, each have three subordinate regiments). While Air regiments almost always had three battalion-leader grade “flight groups”, Air brigades would have four or five, along with 1 or 2 “flying squadrons” of training aircraft.
In 2016, China's Peoples Liberation Army PLA began to implement its 11th large-scale reorganization, including a 300,000-man force reduction. One key component of the reorganization was the PLA Air Forces shift from its traditional Division-Regiment system to a Base-Brigade structure for fighter and ground attack aircraft. This transition originally began in 2011 but implementation was delayed soon after it began and did not restart until 2017. Depending on the type of missions, an air division was typically comprised of two or three regiments of 18-24 aircraft, each of which has subordinate battalion-level flight groups and company-level flight squadrons. Air Brigades worked to improve training organization capabilities independently under the PLAAF's new "base-brigade" command structure. Each brigade, which has more than 24 airframes, has from three to five subordinate flight groups, which, in turn, have two to three subordinate flight squadrons.
By the fall of 2017 it appeared that the initial round of reorganization would retain bomber, transport and specialized air divisions.
By 2017 the Chinese Air Force was carrying out large-scale military reform and gradually changing its structure to a new one. The new compilation system will have more capable of composite operations, and the same unit will be equipped with different types of tactical and supportive aircraft. This will place even higher demands on the air force's original single station.
According to the "China Defense White Paper" of 2008 and "The Diversified Use of Chinese Armed Forces" in 2013, before the military reform, the People's Liberation Army Air Force carried out the leadership system of combat command and construction management unified by the air force, the military air force and the military (Division) command post, division (brigade), regiment form.
Military air force under the jurisdiction of the Air Division, ground and air missile division (brigade, regiment), artillery brigade (regiment), radar brigade (regiment), electronic warfare brigade (battalion), and other specialized service forces in important directions and priorities Area, with military or division command post. The Air Force command and alert watch system was based on the air force command post and the force command post and is supported by combat duty forces such as air force and ground air defense forces.
Under the PLAAF reorganization and renaming process, the five theater air forces compile a total of more than ten bases belonging to 84 newly established military-level units. The Air Force air brigade has a Staff Department instead of a Headquarters Department. The changes have gone down to at least the division and brigade levels now, which means there are also most likely Political Work Departments instead of Political Departments. The next level is to see if regiments have also changed to Staff Departments and Political Work Divisions.
The new air force base is compiled as a deputy army, commanders and commissars may be given to the generals, the base for the brigade, regiment, battalion and other units. In terms of formation, one is the evolution of the original bases, such as Dalian Base and Shanghai Base. The other is the adaptation of command posts. For example, the Fuzhou Command Station was changed to Fuzhou Base, Urumqi Command Station to Urumqi Base, and the other three newly established bases, such as Jinan base. Prior to this, Jinan was the seat of the PLA Air Force Command and Command. There were no air force or military command posts in Shandong. However, there were many units such as aviation division, air defense brigade, radar brigade, station and communications and warehouses, etc. The second formation of a new base in Jinan, unified the domestic troops, streamline the hierarchy and improve efficiency.
The Air Force's aviation division changed its brigade. At present, a division of an aviation regiment and a station are merged. Two brigades and regiments set up a brigade and the number of operational aircraft is about half a regiment and four brigades. This station currently belongs to the brigade, there is no independence. In the past, the Air Force had tried to form a station with independent safeguards. In brief, the station was separated from the aviation force. No matter if the A or B groups could go to C station.
As the commanding agency for the air force synthesis in the direction of the campaign, it is imperative to integrate the functions of the tactical and tactical commanders and must be capable of directing various air and ground forces to work together.
Since the beginning of 2017, the depth of integration of the units belongs to the normalization of contract training, comparative verification of the performance of various types of weapons and equipment, air combat operations to study the ground to joint Air defense and other contract tactics to drive the base and brigade commanding team synchronization supporting training, temper joint combat command planning and operational capabilities.
As the important link in the "base-brigade" system of the air force after the current round of military reform, all Air Force bases will serve as the air force synthesis command headquarters for the campaign. The Director of the Military Training and Training Department of the base introduced that this multi-factorial contract training is equivalent to organizing different types of combat forces into a relatively fixed "combat effectiveness module", which is conducive to enhancing the overall operational planning efficiency of troops, shortening the preparation time for combat and accelerating Combine elements of combat.
The reform of the "under the neck" stage of national defense and the armed forces gradually entered the deep-water area, and by 2017 the leadership command system of the PLAAF also made major adjustments. One of the reforms has been the establishment of a "base-brigade" system and the formation of a number of new bases. On 24 November 2017, the PLA Air Force published a report, "Combining Corps of Arms, and Increasing Cohesion in the Way of Searching Management. - Sidelights of Training and Training for Backbone Cadres and Security Officers of a Base Camp Air Force in the Theater of the Central Region." The report points out the advantages of the new system: After the operation of the "al-Qaida-Brigade" operational system is under way, the different armed forces must give full play to their respective advantages in offensive and defensive operations under the unified command of the base and maximize their operational effectiveness in the shortest time possible once the war is warranted.
The article also pointed out profoundly: At the same time, however, the new problems brought by the new system can not be ignored - how can the functions of troops management after the reorganization of different arms be used to provide the most favorable protection in the generation of combat effectiveness? The Central Plains Air Force Base, a cadre of management cadres and security officers training given the answer.
The five theater air forces had a total of more than ten bases, which belong to 84 newly formed military-level units. There are two bases in the eastern theater, Shanghai and Fuzhou, one important site. One front line; the southern theater currently only sees one in Nanning, and the Nanning base has been reorganized this time, and the jurisdiction is greatly increased; two in the central theater, one in open Wuhan, and one guarding Beijing; two bases in the northern theater, Dalian and Jinan; The three western theaters, Urumqi and Lanzhou, Lhasa, and Lanzhou and Lhasa, are newly established, the same as the Jinan base.
According to the People's Liberation Army Daily, on 19 November 2017, “As a combat-directed air force integrated command organization, it must integrate combat and tactical command functions, and must have the ability to command multiple air-ground forces in coordinated operations.” Since the beginning of this year, the base has given full play to military training under the “base-brigade” system. Prepare for the convergence effect, and organize the normalized contract training of the subordinate units according to the path of “superior and subordinate, take the world as the opponent, and deep integration”, compare and verify the performance of various types of weapons and equipment, and study and practice air offensive operations and key locations. Joint air defense and other contract tactics led to the simultaneous training of command teams at the base and brigade levels to temper the forces' joint combat command planning and combat capabilities.
The above-mentioned authoritative media reports show that, as an important part of the "base-brigade" system of the Air Force, each air force base will serve as a combined air force command organization for the direction of the campaign.
In the "below the neck" phase of this round of military reform, the PLA Air Force has established a number of new bases. Among them, Air Force Lanzhou Base, Air Force Fuzhou Base, Air Force Jinan Base, Air Force Lhasa Base, Air Force Nanning Base, etc. have been intensively displayed.
