The rapid development of China's three-dimensional transportation network and the comprehensive development of three-dimensional transportation such as railways, highways, waterways and aviation have laid a solid foundation for accelerating the construction of a strategic military delivery system. The Military Construction and Transportation Department of the Military Logistics Department earnestly implemented the "National Defense Traffic Law" stipulating that "the state relies mainly on large and medium-sized transport enterprises to organize and construct strategic delivery and supportive forces to enhance strategic delivery capabilities and to rapidly organize long-distance and large-scale National defense transport to provide effective support "requirements, built a number of strategic delivery backup support forces, greatly improving the ability of land, sea and air-dimensional delivery.
In 1963, the CMC Military Transport Planning Group was established. In 1978, the state decided to set up the State Council and the leading group of the Central Military Commission for traffic warfare. In November 1994, the State Development and Reform Commission was established. The office of the leading group of the State Department and the Central Military Commission for traffic warfare readmission was changed to the State Communications Commission's combat readiness office.
The National Traffic Warfare Office main responsibilities include: formulating guidelines and policies for national defense transportation work; drafting relevant laws and administrative regulations; planning the layout of national defense transportation networks; putting forward proposals on national defense requirements for national transportation construction; formulating a national defense traffic safety plan for major military operations And other emergency missions to organize traffic support; organize the national defense science and technology research; guide the inspection of national defense traffic, coordinate the relations between the parties concerned; and implement the national mobilization force for national defense mobilization.
