Fujian Military District

An unidentified division (probably one of the Civil Defense Divisions) attached to the Fujian Military District conducted an online exercise in early January 2003 that simulated a battle environment in which civilian and military resources had been damaged by enemy attacks. The simulation involved the repair of oil pipelines as well as insuring the distribution of fuel resources through alternative means. Additionally, the exercise involved the relocation of ammunition and military material depots to prevent them from being destroyed by enemy "precision guided" weapons. The exercise emphasized methods that improved it rapid reaction capability and involved counter-terrorism, air defense counterattacks and diversionary operations. The PLAs military exercises in the coastal areas of Fujian in 1996 were commanded by the Joint Theater Command. The theater headquarters not only unified and coordinated all aspects of the exercise, but also was responsible for the logistics supply outside the theater. The initial command and control of the exercise was not smooth. Some units were disconnected from the supply chain. The various services were not used as a group to conduct pre-planned exercises, nor as a coordinated overall mutual support. In order to overcome the command and communication problems, all major military regions of the PLA have established satellite communication links and built a complete optical fiber communication network. The mobile satellite communication vehicle is also equipped to the regiment headquarters. Smaller units also use commercial GPS. Each tactical unit is equipped with an on-board mobile command center.
