"Tamandaré" Class Corvettes (CCT) - Program
The four corvettes of the comprehensive Tamandaré Program of the Brazilian Navy was awarded to the ThyssenKrupp Marine Systems. On 05 March 2020, the signature took place between Emgepron and the Consortium Águas Azuisin Rio de Janeiro. The ships are to be delivered from 2024 to 2028 (although there was a one-year discrepancy between tkMS and the Brazilian Navy: 2025 was the first delivery date for tkMS. This could be due to the different views between delivery and commissioning). Construction was scheduled to begin twelve months after the contract was signed - March 2021 can therefore be expected.
Emgepron (Empresa Gerencial de Projetos Navais) is a state-owned company that zuarbeitet on the Marine command the Brazilian Ministry of Defense. Management services in the development, construction and maintenance of naval units and apparatus are part of the portfolio. The company had been commissioned by the Ministry of Defense with the contract. Águas Azuis was a joint venture of ThyssenKrupp Marine Systems, Embraer Defense & Security and Atech.
Already on March 27, 2019 the announcement was made that the consortium Águas Azuis was selected as preferred bidder (ESUT reported). The Brazilian-German consortium Embraer Defense & Security, Atech and that was also its German subsidiary ATLAS Elektronik participate TKMS had against the Dutch ladies, the Italian Fincantieri and the French Naval can enforce Group. Estaleiro Aliança SA and L3 MAPPS are other subcontractors.

The transfer of technical knowledge and expertise that the proponent undertakes to carry out will be included in the process, granting the indicated Brazilian company and the Navy broad access and right of use, in the form of a general license to use know how and know why. With leadership from thyssenkrupp Marine Systems and their expertise in naval systems, the Águas Azuis Consortium companies formed a SPE (Specific Purpose Society) for the program implementation phase. Based on a long-term relationship and strong presence in Brazil, the companies and their subsidiaries have built a solid national partnership with proven ability to absorb technology and ensure its development not only for the CCT Program, but also for future strategic defense projects in the country.

One of the most modern shipyards in Brazil, Estaleiro Oceana will act as a builder hired by the Águas Azuis Consortium, as well as a project-related technology transfer (ToT) receiver. Located in Itajaí (SC), a region with a strong vocation for the shipbuilding industry, the shipyard is part of the CBO Group, a company with over 30 years of experience in shipbuilding and offshore maritime operation. With approximately 310,000 square meters, the shipyard has adequate facilities for the construction of Tamandaré class sloops, and applies the most innovative engineering and construction processes, with a high level of automation and cutting-edge technology. It also has facilities located in Niterói (RJ), which may serve as a logistics base and support services for the Brazilian Navy.
Embraer Group company Atech will be the provider of the Combat Management System (CMS) and Integrated Platform Management System (IPMS) of the Tamandaré Corvettes and technology transfer (ToT) receiver in cooperation with thyssenkrupp subsidiary ATLAS ELEKTRONIK Marine Systems, and the L3 MAPPS. Located in Rio de Janeiro (RJ) and São Paulo (SP), Atech has 500 engineers specializing in software and hardware development for defense applications and has unique expertise in systems engineering and situational awareness technologies and support for decision.
The Águas Azuis Consortium submitted to the Brazilian Navy a proposal based on the MEKO® Class concept, a world reference in proven shipbuilding solutions. Its modular design facilitates local integration and technology transfer, helping to reduce acquisition, maintenance and modernization costs. As a result, many navies around the world have a flexible, versatile combat platform and general naval environment for diversified missions.
In July 2019 the workers of the metallurgical industry of Pernambuco filed a complaint to the Court of Audit (TCU) against the result of international competition conducted by the Navy with EMGEPRON, state linked to the Ministry of Defense. The Pernambuco Metallurgical, Mechanical and Electrical Material Workers Union calleds for precautionary action to unsubscribe from contact with the consortium led by the German group ThyssenKrupp Marine Systems, Embraer and Atech. According to the TCU, the process is confidential and is under investigation. The union's director, Henrique Gomes, claimed that if the process were carried out transparently, in accordance with the conditions of the notice, the FLP consortium, which includes the Vard-Promar shipyard, could build the corvettes. He states that there are two shipyards in Pernambuco that have together employed more than 7,000 specialized employees. Nowadays, with the economic and naval crisis, that number has dropped a lot and only Vard-Promar employs 200. He didn't need how many work at the other shipyard.
“The program rescues the shipping industry and that's good for everyone, but it's a legal issue. We cannot accept a manipulated process. The ship is 120 meters and the Itajaí shipyard is only 80 meters. How can the Navy accept as a best offer a reference price that is not closed? How can you accept an offer that includes royalty payments for technology transfer, which is usually 3% of the value of the product, in the current state of government accounts? ”He asks.
According to Gomes, the Navy made a point of owning the embedded system, with the purchase of technology transfer and military secrets, as the source code of the system. However, she will never own the project nor be free to use it on other ships as she will have to pay royalties. He also said that the RFP offered two options: use the navy project or the contractor's project, provided that the ship had already been built.
