YGN 70 is a non-self-propelled dump scow of the bottom dump type with five (5) hoppers, each 16'-6" long by 21'-8" wide at the top with sides sloping to an 8'-0" width at the bottom. Each hopper is fitted with two gates each hinged at the outboard edge of the hopper and split in the middle to open in a downward direction to discharge its load. The hopper bottom is three feet above the base line of the barge. The gates have been welded shut.

Hull - The hull is made up of ten wing tanks (five each side of the five hoppers) and two rake compartments (one each end) to provide necessary buoyancy. Each of the above compartments is separated by a watertight transverse bulkhead. Five equal volume hoppers between even tanks are separated by non watertight bulkheads. Hull plating follows: bottom - 3/8"; deck - 5/16"; head plating - 5/8"; hopper plating - 1 1/2"; hopper bulkheads - 3/8"; bulkheads - 5/16". Hopper doors are made of wood. Access is provided into each buoyancy tank by one 18' scuttle.
