Combatant Craft, Medium (CCM) Mk 1
Combatant Craft, Medium (CCM) is replacements for the Naval Special Warfare Rigid Hull Inflatable Boat (RHIB). The Combatant Craft Medium [CCM] is a reconfigurable, multi-mission maritime surface tactical mobility craft with a primary mission to insert and extract special operations forces in a medium threat environment. Combatant Craft Medium (CCM) Mk 1 is a semi-enclosed multi-mission combatant craft for platoon-size maritime mobility in maritime denied environments. It is multi-mission capable, including Maritime Interdiction, Insert / Extract, and Visit, Board, Search, and Seizure (VBSS) Operations. CCM is Naval Special Warfare’s (NSW) craft-of-choice for long-range, high-payload SOF mobility operations in denied environments up to high threat. CCM has NSW’s best Iron Triangle: 40 knot (kt) speed; 4 crew + 19 passengers (pax) / 10,000 pound (lb) payload; and 600 nautical miles (nm) range. CCM Mk 1 payload capacity enables inclusion of shock mitigating seats, which is critical for ride quality, operator tactical readiness, and operator health. At 60 feet long, CCM is C-17 / C5 transportable and can launch/recover by well deck or shore based trailer.
Contracts awarded for CCM to Oregon Iron Works (OIW), Clackamas, OR., and United States Marine, Inc, (USMI), Gulfport, MS, September 2011. Awards protested to Government Accountability Office October 2011 resulting in schedule delay. Protest was not resolved and stop work orders lifted until April 2012. The Combatant Craft Medium (CCM) contract was finally awarded in FY14 with a total of 24 boats to be delivered from FY15 through FY19.
The Combatant Craft Medium (CCM) sub-project provides a family of next generation combatant craft to replace the current rigid inflatable boat (RIB) and the MKV. One version of these craft will be a reconfigurable, multi-mission surface tactical mobility craft with a primary mission of insertion and extraction of SOF in a medium threat environment. It will incorporate additional performance capabilities above current platform capabilities such as shock mitigation, low observability, improved maneuverability and SOF warfighting capabilities required to operate in future threat environments. Other variants of craft will be developed to support foreign security assistance missions and operations in low or permissive threat environments. These variants are dependent on the threat environment, training requirement, or mission.
The assigned Request for Proposal (RFP) number for Combatant Craft, Medium (CCM) is H92222-08-R-0032. The Government has determined that the upcoming RFP will be a 100% Small Business Set-Aside. Award H92240-18-P-0068 was awarded to listed contractor for Mainteance/Repair Services for one Combat Combatant Medium (CCM) Mk1 built by United States Marine, Inc (USMI). Award was issued on a sole source basis, as the CCM is proprietary to USMI. Special notice H92240-18-P-0068, was issued prior to award and contains a redacted version of the limited source document. Authority for sole source is in accordance with Federal Acquisition Regulation (FAR) 13.106-1(b)(1)(i), only one responsible source.
The Navy sought research and development proposals target technology development that support the following specific combatant craft requirements. (a) A small, tactical craft with the following general requirements: (1) Multi-function craft capable of infiltration and extraction from over-the-horizon. (2) Air transportable by fixed or rotary wing aircraft and deployable from other maritime platforms. (3) Crew of 1-2 personnel and carry 4-8 passengers and their associated gear. (4) Station keeping capability and maneuverability which is safely and tactically sound when conducting infiltration/extraction during across the beach operations. (5) Low multi-spectral signatures for reduced observability. (6) Round trip endurance of 100+ nautical miles at speeds greater than 20Kts. (7) Fuel compatibility with USN requirements.
