Duffy Commits $6.2 Billion to Manage America's Ready Reserve Force Maritime Administration (MARAD) 30 Jul 2025 -- U.S. Transportation Secretary Sean P. Duffy today announced that the Maritime Administration (MARAD) has signed 20 contracts totaling $6.2 billion to manage its Ready Reserve Force (RRF). The RRF, through MARAD, provides strategic sealift support for the rapid deployment of U.S. military forces and equipment during conflicts, crises, and emergencies.

Ships with MCDS installed can conduct underway replenishment services with other US Navy ships, assisting and augmenting the Navy Combat Logistics Force in times of war. By 1991 the 14 MCDS units had been installed on RRF ships.
