Army Prepositioned Stock 1 (APS-1)
Army Prepositioned Stock 1 (APS-1) are stocks in the continental United States, stored in depots -- Sierra Army Depot, Anniston Army Depot, and Rock Island Arsenal-- and managed by AMC's commodity commands. The Operations Support Command (OSC) [ex Industrial Operations Command (IOC)] is responsible for the ammunition in AWR-1 and stores and maintains various other items of AWR-1-stocks for the other commodity commands. APS-1 - CONUS (land) consists of Army Prepositioned Sets (APS), and Prepositioned materiel (End Items, secondary Items, and Supplies) stored in unit sets to reduced force deployment time.
Army War reserve sustainment stocks are acquired in peacetime to meet increased wartime requirements. They consist of major and secondary materiel aligned and designated to satisfy wartime sustainment requirements. The major items replace battle losses and the secondary items provide minimum essential supply support to contingency operations. Stocks are prepositioned in or near a theater of operations to reduce dependence on strategic lift in the initial stages of a contingency. They are intended to last until resupply at wartime rates or emergency rates are established.
Army Prepositioned Operational Projects (APSOP) that provides materiel's above normal TO&E, TDA, and CTA authorizations tailored to provide key strategic capabilities essential to the Army's ability to execute its Force Projection Strategy. Examples of Operational Project Stocks include Inland Petroleum Distribution System (IPDS), Reverse Osmosis Water Purification Unit (ROWPU), Forward Area Water Point Supply System (FAWPSS), and the Water Storage and Distribution System (WSDS). Operational projects stocks are materiel above normal table of organization and equipment (TOE), table of distribution and allowances (TDA), and common table of allowance (CTA) authorizations, tailored to key strategic capabilities essential to the Army's ability to execute force projection. They authorize supplies and equipment above normal modified TOE authorizations to support one or more Army operation, plan, or contingency. They are primarily positioned in CONUS, with tailored portions or packages prepositioned overseas and afloat. The operational projects stocks include aerial delivery, MA, and Force Provider (FP) base camp modules.
Operational project stocks at Sierra Army Depot are part of AWR-1 and consist of water purification equipment, petroleum distribution equipment, and the ready-to-go Force Provider tent city. Sierra Army Depot (SIAD) performs Regeneration and Utilization for Army ground equipment. The Base Realignment and Closure of 2005 (BRAC 05) recognized SIAD as a multi-functional installation that serves as an Expeditionary Logistics Center and strategic power projection platform. SIAD provides storage, maintenance, assembly, and containerization for Operational Project Stocks, strategic configured loads and other items as directed. SIAD's mission in general stock originated upon its inception in the 1940s. Although most of the general stock operations were cut back in the 1970s, SIAD maintained its War Reserve Mission (later to become the Army War Reserves Site (AWR-1)/Army Pre-Positioned Site (APS-1) for Operational Stock). For the most part, the early beginnings of Operational Stock were mostly for consolidation, regeneration and redistribution. The expansion of the Operational Stock Mission began in the 1980s. As SIAD's Ammunition Mission declined, the Operational Stocks Mission has grown and with it the Expeditionary Logistics requirements have grown. During BRAC 1988, Petroleum and Water Project Stock was relocated from a closing activity to SIAD.
