831st Transportation Battalion
The 831st Transportation Battalion's Area of Operations [AO] includes all of CENTCOM - less Egypt and Jordan - and EUCOM's eastern half of Africa. The 831st consists of a battalion headquarters in Bahrain and three subordinate detachments at Camp Doha, Kuwait; Dhahran Airbase, Saudi Arabia; and, at the FY90 Site at Doha in Qatar.
The Battalion has standing stevedoring contracts for Mina Salman, Bahrain; for Umm Said and Doha, Qatar, for Muscat and Raysut, Oman, for Mombassa, Kenya; and, for Dammam, Jubail, Jiddah and Yanbu, Saudi Arabia. There isn't a contract for Kuwait because stevedoring is provided as assistance-in-kind by the Kuwaiti government. Other contracts for other ports can be awarded through NRCC as needed. The Battalion has linehaul provisions in the Saudi contract only because the contract was let before CENTCOM J4/7 assigned common-user land transport responsibilities for the theater.
The battalion operates common-user ports using host nation stevedores in support of force projection and force deployment. It has contracts in place in a number of ports throughout the AOR. It also provides forward deployed, immediate capability until the 598th Group deploys. The Battalion routinely deploy within the AOR in support of exercises and operations. These deployments are executed with and without augmentees from other 598th terminals and reservists, depending on the need and situation.
Although CENTAF is the largest customer, ARCENT is the Battalion's landlord in Kuwait and Qatar, and provides force protection and other support there. The Battalion supports CENTAF prepo sites in Oman, Bahrain, Qatar and Kuwait; FY90 Site and ARCENT in Qatar; 4404th and ARCENT in KSA; and ARCENT in Kuwait, along with AAFES in Bahrain, KSA and Kuwait.
The Battalion is OPCON for force protection to local CENTCOM components in Qatar, Bahrain and Kuwait, and to USMTM in KSA. It gets contracting support through NRCC-Bahrain.
The MTMC activity (currently the 831st Transportation Battalion) in Bahrain or its agent is responsible for preparing all documentation required for obtaining custom clearance of shipments into Saudi Arabia, and presenting the documents to the appropriate host nation officials. Upon debarkation containers remain at ocean carrier's terminal until the necessary clearances have been obtained and complete documentation has been provided the carrier to permit on-carriage of containers to final destination.
The military transportation units of the Military Traffic Management Command have become more uniform in size and composition. The changes in existing MTMC units are sweeping in scope. The ideas for the changes came from MTMC's commanders themselves. At the same time, the changes reflect reduction in layering and the great use of computer automation. The proposal called for changes in the size and structure of most of the Military Traffic Management Command's 25 transportation unit locations in the United States and around the world. Implementation of the proposal was complete by 30 September 2001. MTMC battalions were reorganized into standard 26-member organizations. The battalion's subordinate company and detachment units were also affected. The MTMC Battalion Evaluation Group selected 26 as an optimum number for a water port concentrating on the core missions of terminal operations and traffic management. The 831st Transportation Battalion, Bahrain, Southwest Asia, gained 12 positions -- two soldiers and 10 nine civilians.
The Air Force packaging Technology and Engineering Facility (AFPTEF) is involved in resolving a logistics mission support problem in the Middle East. Military Traffic Management Command (MTMC) identified a problem with Military Shipment Labels (MSLs), DD Forms 1387, from Prince Sultan Air Base (PSAB), Saudi Arabia, for movement through 831st Transportation Battalion in Bahrain. The problem PSAB is having is with the adhesive labels during the summer months. The temperature is between 100-140 degrees F, coupled with 100% humidity at the seaport in Bahrain, causes the label adhesive to liquefy and separate from the containers, crates, and boxes. During the winter, the problem is non-existent.
