The Main Department of Government Communications (GUPS) is responsible for providing various types of communication to the highest state authorities of the Russian Federation, law enforcement agencies, leading enterprises of the defense industry complex and other facilities that were of vital importance for the security of our country. The system of governmental communication covers about 300 cities and special facilities, provides telephone communication for more than 20,000 subscribers, and documentary communications - over 1,600 government bodies and organizations. In 79 cities there were complexes of radio communication with mobile objects, serving more than 3 thousand subscribers.
Main Communications Security Directorate (HUBS) was created on the basis of the former 8th Main Directorate of the KGB of the USSR. He is engaged in cryptographic protection of information. The work in this direction is carried out by the Russian Academy of Cryptography. Federation, operating under FAPSI, in conjunction with the Russian Academy of Sciences and a number of other industry academies. FAPSI specialists develop and maintain encryption technology for interested departments, provide all ministries and departments with cryptographically high-quality key documents that were securely protected from unauthorized access. The special service forces exercise state control over ensuring information security in all special communication networks in Russia and its institutions abroad.
The General Directorate of Radio Electronic Intelligence of Communications (GURRSS) was created on the basis of the former 16th department of the KGB of the USSR. Engaged in conducting external intelligence activities in political, economic, military and scientific and technical spheres using radio electronic means.
General Directorate of Information Systems (GUIS)was initially established on February 21, 1992 as the the Main Information Resources Department (GUIR), on the basis of the abolished Office of Information Resources of the Presidential Administration of Russia as part of FAPSI. Later GUIR was renamed into GUIS. This department is responsible for information and information technology support of public authorities, including the regional level. Its employees carry out informational support for databases created in regional and departmental management structures, prepare analytical materials for government agencies, analyze publications in the media, participate in the formation, support and provision of reference, factographic and problem-oriented databases and data banks to users.

FAPSI's Scientific-Technical Center software and hardware products for data protection include Verba [a cryptographic system to protect commercial information] an all-purpose protected subscribers' center; and identification support hardware.
FAPSI Atlas Scientific-technical Center is concerned with document managment, archives and related information systems.
Russian Academy of Cryptography is a sectoral academy, not a training but a scientific organization.
Financial-Economic Administration [FEU] includes the Economic Administration.
Security Service ensures the security regime, the guarding of premises, and the protection of electronic intelligence. Security Service 4th Department is engaged in physical protection.
FAPSI subordinate organizations include NTT [science and technology center], TsITiS [Central Institute for Information and Communications], TsNKT [expansion unidentified], MO PNIEI [Design and Experimental Scientific Research Institute of the Ministry of Defense], and NPO Avtomatika.
FAPSI specialists were primarily trained at the Military Institute of Government Communications in Orel, and also at the Institute of Cryptography of Communications and Information Science of the FSB Academy. FAPSI also employs graduates of MGU [Moscow State University], MIFI [Moscow Institute of Physical Engineering], and Fiztekh [Institute of Physical Technology].
In addition to the departments, FAPSI includes:
- Cryptographic service (engaged in external radio electronic reconnaissance and encryption, collects intelligence information, and also performs its primary processing);
- Self-security service (provides protection of employees and premises of the agency);
In addition to FAPSI, the unified system of federal government communication and information bodies includes:
- government communication and information agencies (the Government Communications Administration in the regions, government communications centers and information and analytical bodies in the constituent entities of the Russian Federation);
- educational institutions, research organizations, enterprises.
The troops of government communications were charged with providing all types of special communication of government, government and military leadership in wartime. In peacetime, these troops, by decision of the President of the Russian Federation, may be employed to manage contingents of the Armed Forces, formed for the period of specific tasks, and for organizing government communications in emergency situations from places not equipped with stationary means of this connection.
In March 2003, the President of the Russian Federation abolished the decree. The functions of FAPSI were divided between the FSB and the RF Ministry of Defense.
