Jianshui [Ching-yu] - 408 Brigade
The first tests of the DF-4 limited range ICBM were conducted from Jianshui [Chingyu] in November 1970 and 1971 to an impact area 2,050 nautical miles away. Continued testing and possible deployment were reported over the succeeding years. Deployment actually began in 1975-76, but only four DF-4s were believed to be in place by 1984.
As of early 1998 China had deployed eight DF-3 [CSS-2] launchers and eight DF-21 [CSS-5] launchers at the Jianshui Launch Complex, located near the China-Vietnam border. The Air Force estimates the DF-3 [CSS-2] will remain active there because its greater range is needed to target most of India, while the DF-21A [CSS-5 Mod 1] can cover Southeast Asia from the same launch facilities.
The facility is headquarters for one of the two launch brigades, each with up to three launch battalions, subordinated to the Second Artillery Corps 80303 Unit, a Division headquartered in the eastern suburbs of Kunming, Yunnan province.
