Academy of Rocket Motors Technology - [ARMT]
4th Academy

The Fourth Academy is the designer of solid rocket motors. Military products include major parts of most strategic Chinese missile systems, including the road-mobile DF-31. It is mainly responsible for the development, production, and testing of solid rocket engines such as launch vehicles, strategic and tactical missiles, satellites and manned spacecraft, as well as major national technological innovations and advance research tasks in this field.

The Academy of Rocket Motors Technology [ARMT], the Fourth Academy, is responsible for the development and production of solid rocket motors in China. This large-scale research academy, which mainly develops solid rocket motors, also designs composite materials, chemicals, electronic instruments, power machinery, and pressure vessels. Created in 1962, it employs 12,000 persons, and is headquartered in Hohhot, Inner Mongolia. Other reports suggesting that the total staff number only 3,500 are probably with reference only to the Hexi Chemical Machinery Company , formerly a component of this enterprise.

The Fourth Institute of China Aerospace Science and Technology Corporation was established on July 1, 1962. It is the professional research institute of solid rocket motors with the longest history, highest level, most complete types, highest strength, and largest scale in China. CASC's 4th Institute (also known as the Academy of Rocket Motors Technology), made most of the Chinese solid rocket motors for decades, including the motors for the DF-31 ICBM, the JL-2 SLBM, and also SRMs for satellites. The pioneers of the original missile effort were largely from the first Academy who built the liquid fuelled DF-3, DF-4 and DF-5 missiles. They were also originally responsible for the control and guidance systems as well as for the warheads. It is still the largest of the Academies under the seventh Ministry with 27,000 people. Recent developments have taken away some of these responsibilities from the first Academy. The modernisation program also involves a shift to solid propellant fuelled missiles, which is handled by the fourth Academy. This may result in the erosion of some of the power of the first Academy.

Naiji LI was a pioneer of Chinese space technology. He successively held the following positions: thedirector of propellant research lab; assistant director of a test center; assistant director of a research institute; director of a research institute; assistant chief engineer of a research institute; and an assistant director of the S&T Commission. He was one of the leaders in the early stage of work with solid composite propellants in China. For over 30 years, he continuously devoted himself to development and testing for solid rocket research and made major contributions.

Products include the FG-23 solid-propellant motors for the FSW, FG-15-S28, and AKM observation satellites, and the EPKM [Earth Perigee Kick Motor] motors for telecommunications satellites, as well as motors for the LM-1 launcher (GF-02 third stage), the M-9 and M-11 tactical missiles, the JL-1 [Julang-1] SLBM [submarine launched ballistic missile], etc. These military rockets, developed by CALT and SHBOA, are probably produced by the secret Northwest Chemical Power Company "rear base" built at Xian in 1965.

The completion of China’s first composite submarine oil pipeline proved that “space products can not only go to heaven but also can go to the sea”; The artificial weather influencing operation system accounts for more than 75% of the market in the country and has played an important role in the national drought and disaster reduction and major events such as the National Day military parade and the Olympic Games.

Products include fine chemicals, composite materials, special metal materials and equipment, and five key development areas of modern service industry, forming aerospace technology applications centered on new aerospace materials and infrastructure, logistics, automotive services, etc. The development pattern of the main modern service industry has nurtured a group of key companies with influential influences in aerospace materials, Zhongtian Rocket, Supermajor Technology, Aerospace Dragon and other industries, as well as artificial weather influencing systems, aircraft carbon / carbon brake rotors, and photovoltaics. Industrial thermal field materials, high-performance thin film materials, high-performance carbon fiber, bimetallic composite oil pipelines, solid oxygen products, high-performance sensors, and a large number of key industrial projects with great market potential and development prospects, covering petroleum, chemical, and municipal facilities , environmental protection, transportation, electromechanical and other national economic industries In the field, China has played an important role in major events and activities such as the summit of Mount Everest, southwest drought, the Beijing Olympics, Wenchuan disaster relief, Asian Games security and other events and achieved good economic and social benefits.

As of 2018, the Institute had under it 6 research institutes, two production plants, 18 professional civilian company. There are 3 experts, 88 experts at provincial and ministerial level, 14 winners of the Chinese Skills Awards and 14 national technical experts , 240 researchers, and 200 experts enjoying special government allowances from the State Council. In 1986, it was approved by the Academic Degrees Committee of the State Council as a master's degree granting unit. It currently has 1 joint doctoral degree awarding point, 4 first-level subject master's degree authorization points, 10 doctoral supervisors, and 50 master supervisors. More than 1,000 achievements have been awarded at the provincial level or above. The research institute has received many awards in the development of major national projects, and has been awarded the "National May 1st Labor Award", the National Civilization Unit, the National Advanced Basic Party Organization, the National Advanced Unit for Comprehensive Social Security Administration, and the National Advanced Staff Training and Education Unit.

The Academy states that "Over the years, under the guidance of the development guideline of “Combining Military with People and Arming Forces with People”, the Aerospace Power Technology Research Institute has actively used its advantages in space science and technology, devoted itself to the application and development of space technology in the civil sector, and aimed at the country’s strategic emerging industries...." Institue Director Tian Weiping stated " under the kind concern of the Party Central Committee, the State Council, and the Central Military Commission, under the correct leadership of the state ministries, superiors, and China Aerospace Science and Technology Corporation, under the full support of the Chinese People’s Liberation Army’s various arms and services... the people of the Institute always take the motherland’s prosperity and national prosperity as their own responsibility, strive for their own efforts, work hard, overcome numerous obstacles, overcome difficulties, and develop a road of independent innovation and development of a solid missile weapon power system with Chinese characteristics...
