L.1.1 Overview of Community Relations Activities


This section presents an overview of community relations activities (activities conducted to date are summarized in section L.1.2). Project information has been disseminated publicly through mailings and news media coverage. The public has also been invited to review pertinent project documents at the information depositories and reading rooms (listed in Appendix M), and to attend small group presentations, scheduled informational briefings, and site tours.

Key community relations activities, designed to inform and involve the public, include the following:

Community Relations Plan

In June 1991, DOE and UC issued a Community Relations Plan (DOE and UC, 1991a). This plan describes the community relations effort to be undertaken and the opportunities for public involvement in the EIS/EIR process and will be updated as appropriate.

EIS/EIR Mailing List

A general mailing list has been compiled by DOE and UC from contacts by interested persons and organizations contains the names of more than 1700 persons and organizations. This list was updated as the process continued. Meeting notices and information flyers will be mailed to those on the mailing list for the duration of the project.

Public Information Materials

These materials, which include information flyers and legally required notices, have been and will continue to be sent to all individuals and organizations on the EIS/EIR mailing list. As described in section L.1.3, copies of the executive summary of the Draft and Final EIS/EIR and copies of the complete Draft and Final EIS/EIR have been sent to interested individuals.

Toll-Free Number

DOE and UC established a toll-free number (1-800-221-9005) in the EIS/EIR Project Office in October 1991, to handle inquiries related to the project from interested individuals and organizations, and to handle registration for the public hearings. In addition, the phone line is used to provide assistance to users of the information depositories and reference libraries.

Information Depositories

Established at the nine locations listed in Appendix M, these depositories contain pertinent background documents. Seven locations were established in October 1990. DOE Headquarters Reading Room was added in June 1991, and the Pleasanton Library was added in October 1991. EIS/EIR documents were added to the depositories as they were published. Each depository was provided with an updated index as documents were added.

Reference Libraries

Two of the nine information depositories, the Livermore Public Library and the UC Berkeley library, are designated as reference libraries containing expanded document collections. These collections include all documents cited in the EIS/EIR and all LLNL studies and reports reviewed by the contractor during the preparation of the EIS/EIR. The reference libraries were set up in October 1991. Documents were added to the collections as work on the Draft and Final EIS/EIR was completed. The reference libraries will remain in operation until the Record of Decision and Notice of Determination are published and decisions are made on the proposed actions. This time period will allow interested persons adequate time to review the large number of documents involved. Each reference library is provided with an updated index as new documents are added.

Group Presentations

The EIS/EIR staff presented information briefings to groups and organizations prior to release of the Draft EIS/EIR. Interested individuals are invited to contact EIS/EIR project staff to schedule subsequent presentations after the close of the public comment period on the Draft EIS/EIR.

Display

DOE and UC established an EIS/EIR Project Display in the LLNL Visitors Center in September 1991. The display provides background information on the project and sources of additional information.

Media Activities

Press releases are issued and media briefings held at key project milestones. Public affairs staff respond to questions and information requests from the media.

Tours

General tours of the LLNL Livermore site are held regularly and can be arranged through the LLNL Visitors Center. Tours of LLNL Site 300 and SNL, Livermore, although limited by staff availability and site restrictions, have been and can be arranged through the EIS/EIR Project Public Affairs Office.
