On 18 July 2025, the Council adopted implementing Decision (CFSP) 2025/14611 concerning restrictive measures in view of the situation in Belarus and the involvement of Belarus in the Russian aggression against Ukraine.

The Council decided that eight entities should be included in the list of natural and legal persons, entities and bodies subject to restrictive measures set out in Annex I to Decision 2012/642/CFSP. In addition, the Council decided to add a new entity to the list of natural and legal persons, entities and bodies set out in Annex II to Decision 2012/642/CFSP, which is the list of persons, entities and bodies subject to restrictions with regard to authorisations for the sale, supply, transfer or export of dual-use goods and technology, and goods and technology which might contribute to Belarus's military and technological enhancement, or to the development of its defence and security sector.

Albania, Bosnia and Herzegovina, Iceland, Liechtenstein, Montenegro, North Macedonia, Norway and Ukraine align themselves with this Council Decision.

They will ensure that their national policies conform to this Council Decision.

The European Union takes note of this commitment and welcomes it.
