The Security Service of Ukraine has collected new evidence against representatives of the russian occupation forces who committed war crimes at the beginning of the full-scale war.

The two ruscists investigated are:

  • lieutenant general Sergei Kobylash, commander of the long-range aviation of the air force of the aggressor state;
  • colonel Oleg Skitsky, commander of the 121st heavy bomber regiment of the russian military space forces.

According to the investigation, both commanders participated in the preparation and execution of the russian missile strike on the Kyiv TV tower on 1 March 2022.

The occupiers used TU-95MS strategic bombers to carry out the air attack on the Ukrainian capital.

The investigation established that the russian aircraft struck the TV tower with Kh-101 air-to-surface cruise missiles.

As a result of the attack, five civilians were killed and six were wounded.

The explosion damaged the technical premises of the TV center, apartment buildings and a sports complex.

Based on the evidence, SSU investigators notified Kobylyash and Skitsky in absentia of suspicion under Articles 28.2 and 438.2 of the CCU (war crimes combined with intentional murder, committed by a group, upon prior conspiracy).

The investigation was carried out by the SSU Office in Kyiv and Kyiv region under the procedural supervision of Kyiv City Prosecutor's Office.

This is not the first time that these two ruscists have been investigated by the SSU in connection with russia's war crimes against the civilian population and critical infrastructure of Ukraine.
