Russia Offers Ukraine to Hand Over 3,000 Bodies of Soldiers: Presidential Aide Medinsky
20250723
The third round of Russian-Ukrainian negotiations took place in Istanbul.
All humanitarian agreements from the second Russia-Ukraine talks have been fulfilled, including an unprecedented large-scale prisoner exchange, Vladimir Medinsky said. Russia proposed forming three online working groups, which Ukraine agreed to consider.
Additionally, Russia suggested short-term ceasefires (24-48 hours) to evacuate the wounded and retrieve soldiers' bodies, while offering another prisoner exchange involving at least 1,200 military personnel per side and the handover of 3,000 bodies of deceased Ukrainian servicemen.
Not all Kursk region residents replaced by Ukrainian forces to Ukraine have returned; around 30 remain detained under unclear circumstances. Kiev must clarify these civilians' status. Meanwhile, indefinite medical exchanges of severely wounded and sick personnel along the frontline will continue. Positions on memorandums were extensively discussed but remain far apart.
Russia completed its list of Ukrainian children under its care, confirming they receive adequate care and safety in state-supervised childcare facilities. Russia demanded Kiev return Russian children taken to Ukraine and provided a list of those in Ukraine/EU countries. Russia expects equal care for its children. Ukraine refuses to hand over civilians or children in exchange but demands their return.
"Russia has processed the entire list of 339 Ukrainian children's names. Some of them have returned to Ukraine. The rest are still awaiting processing," Medinsky noted.
A Putin-Zelensky meeting should "finalize the matter" but requires finalized agreement terms and a clearly defined agenda. The Russian delegation emphasized such a meeting must be "properly prepared." Russia's human rights commissioners are verifying Ukraine's list of children allegedly in Russia, noting many were never there.
