Dear Colleagues! Fellow Ukrainians!

We are commencing another Government meeting!

Last week, the fourth Ukraine Recovery Conference took place in Rome.

The conference saw participation from 70 countries, approximately 6,000 attendees, and 34 international organisations.

Together with our partners, we discussed pressing issues in key areas: investments in the Ukrainian economy, enhancing human capital, community, city, and regional projects, and European integration.

URC2025 demonstrated the unwavering unity and solidarity of the international community. Ukraine's recovery is seen as a global project, the success of which will impact global security and the world economy.

The government team returned to Ukraine with tangible results, signing over 200 agreements and memoranda with partners, totalling more than EUR 13 billion.

Notably, the European Commission announced the creation of a EUR 500 million European Flagship Fund for Ukraine's reconstruction. This includes grants, guarantees, and equity investments to support new business projects in Ukraine.

We will attract EUR 2.3 billion under the investment component of the Ukraine Facility programme. These are additional investments for restoring housing, healthcare, energy sectors, and supporting small and medium-sized enterprises.

The World Bank launched a new USD 200 million programme to prepare state and municipal reconstruction projects. An additional USD 50 million grant from the World Bank will support Ukrainian farmers.

We will secure USD 188 million from Japan for the "green" modernisation of Ukrainian industry.

During the conference, several agreements were signed with the European Investment Bank: EUR 134 million for transport infrastructure restoration and EUR 200 million to support and develop Ukrainian hydropower.

With the Council of Europe Development Bank, we agreed on EUR 100 million in funding for housing certificates under the eVidnovlennia programme. Additionally, the Bank will provide a EUR 200 million loan to finance support for internally displaced persons.

Norway launched a USD 200 million initiative to restore heat and water supply to Ukrainian homes.

Switzerland will allocate approximately EUR 5 billion to Ukraine over the next 10 years for reconstruction across various economic sectors.

The conference saw the establishment of the International Coalition for Science, Research, and Innovation in Ukraine, led by Italy, with 10 countries already joining.

Partners also created a Global Alliance to Support Early Childhood Education in Ukraine. The World Bank will invest USD 30 million in inclusive and modernised pre-school education, while Lithuania will provide EUR 21 million under a separate agreement to create new educational spaces.

Ukrainian healthcare secured around EUR 200 million from the conference, funding hospital upgrades, rehabilitation support, procurement mechanisms, and more.

There are also significant agreements to strengthen our defence capabilities: a USD 2.3 billion loan from the United Kingdom to bolster Ukrainian air defence, alongside agreements between defence industry enterprises for joint production and cooperation.

Importantly, over 20 agreements on interregional and intercity cooperation between Ukraine and partner countries were signed in Rome. This means communities will be able to implement critical projects that directly improve people's quality of life.

I thank everyone standing in solidarity with Ukraine and those who have been by our side all these years. We are united in defence and united in recovery. This will continue in the future.

In turn, the Ukrainian Government continues to invest in human capital.

Today, we are approving a draft law to support families before and after childbirth.

Firstly, the law increases the one-time payment to women after childbirth from UAH 10,300 to UAH 50,000.

We are also significantly increasing payments to women who have given birth but lack professional work experience. Currently, such payments are less than UAH 1,000, but after the law is passed, they will amount to UAH 7,000 per month.

We are introducing monthly payments to one parent or guardian as childcare support until the child reaches one year of age. The amount will be determined separately by the Government.

We are introducing the eYasla (eNursery) programme. After a child turns one, parents will have a choice: return to work or continue raising the child until age three.

If they choose the first option, the state will pay UAH 8,000 monthly, which can be used for childcare services.

If they choose the second option, social security contributions will be covered for the parent until the child turns three.

We are maintaining the "Baby Package" in two forms: in-kind assistance or a cash compensation of over UAH 7,500.

As part of these family support innovations, we also approved the "School Starter Package" at the previous Government meeting, providing UAH 5,000 per first-grader for school essentials.

The Ministry of Social Policy will communicate details on how to access these options.

We are not just adding new payments or changing their mechanisms.

We are introducing a new philosophy of state support, with people, their needs, and opportunities at the core.

Today, the Government is also adopting two decisions for Ukrainian education.

We are allocating approximately UAH 35 billion in educational subsidies to ensure timely salary payments for teachers from September to December this year.

Additionally, we are distributing over UAH 158 million to modernise school canteens.

As before, we prioritise business support. Since the full-scale war began, entrepreneurs have received nearly UAH 323 billion in affordable "5-7-9" loans. This helps businesses recover, grow, implement new projects, and create jobs.

Today, we are refining the mechanism for obtaining concessional loans, clarifying the classification of micro, small, and medium enterprises, and increasing the loan guarantee for newly established businesses to 80% through the Business Development Fund.

Another Government focus is protecting veterans' rights.

Veterans are supported by nearly a thousand community-based specialists. Our goal is to ensure every community has sufficient such specialists.

Today, we are allocating nearly UAH 322 million to local communities to fund their work. Finding a veteran support specialist is now easier thanks to the new digital platform Veteran Pro.

We will continue to make services for our defenders effective and accessible.

Finally, a significant step in Ukraine's European integration:

The European Commission has approved Ukraine's inclusion in the EU's "Roam like at Home" policy, the so-called "roaming visa-free" regime, expected to take effect from 1 January 2026.

Today, the Government endorses the decision of the EU-Ukraine Association Committee on mutual opening of the roaming sector, a step towards finalising this roaming visa-free regime.

I am grateful to citizens working in the rear: entrepreneurs, teachers, doctors, rescuers, arms manufacturers, and everyone making Ukraine resilient and strong.
