Dear colleagues, fellow Ukrainians!

Throughout the three years of full-scale war, the Government has fully fulfilled all its social obligations.

There have been no delays in pensions or other payments.

Moreover, during this time, we have launched new support programmes, carried out four pension indexations, introduced new benefits, and continued digitalisation and debureaucratisation at all levels.

We are improving the targeting of benefits so that state support goes to those who need it most - pensioners, people with disabilities, veterans, and families with children.

We are developing an approach in which social support is primarily an investment in human capital, not just a budget expense.

One of the key areas of change will be a new system of support for families with children.

We are moving away from fragmented, piecemeal assistance programmes in favour of a comprehensive strategy that covers the entire family journey - from prenatal support to the child's adulthood.

The Government is developing a comprehensive package of assistance for families with children, which includes medical, social and educational components.

We will gradually approve these innovations.

Today, on the initiative of the President of Ukraine, we are adopting a decision to launch a new payment - the School Starter Pack.

This will be a financial aid package of UAH 5,000 to purchase essential stationery, books, children's clothing, and footwear for those sending their child to the first year of school in person.

Every Ukrainian family will be able to receive the School Starter Pack; applications will be submitted through Diia. Everything will be convenient and simple.

The money can only be spent in non-cash form, paying by card for items needed for school.

The Ministry of Social Policy will communicate all the details and information about the start of applications.

It is important to note that this payment of UAH 5,000 will in no way affect the allocation of housing subsidies or other social assistance.

The launch of the School Starter Pack is a small part of the innovations aimed at creating conditions for Ukrainians to stay, live, and work in Ukraine.

Within the framework of this policy, we pay special attention to internally displaced persons.

This year, the Government has allocated a record and unprecedented UAH 15 billion to support IDP families whose homes have been destroyed. The programme is working, and thousands of families have already purchased new homes.

Today, we will adopt a decision that will allow remote inspection of housing in areas where state commissions are physically unable to do so. This applies, in particular, to areas of active combat operations, as well as occupied territories.

Thanks to remote monitoring tools, photos, and video materials, commissions will be able to document the destruction of housing, meaning IDPs will be eligible to apply for compensation under the eVidnovlennia programme.

This is very important, and we have discussed it extensively with people. I expect the responsible ministries to launch this service as soon as possible.

Today, we have another decision on the agenda for IDPs, namely for families who have left Mariupol.

We are launching a project for them to build municipal social rental housing, as well as a programme for preferential mortgage loans.

This will enable even more Mariupol families to secure their own homes here in Ukraine.

At the same time, we are maintaining the Government's programme of housing subsidies for all internally displaced persons.

Every IDP family that spends more than 20% of their income on such rent can apply for appropriate support from the state.

Housing is a Government priority within the framework of "rapid recovery", and we will strive to assist every family that has lost their home.

Today, more than 115,000 Ukrainian families have received such assistance through the eVidnovlennia programme.

97,000 families have received payments for the restoration of damaged property.

Almost 20,000 more families have been paid compensation to purchase new housing to replace their destroyed homes.

The implementation of the affordable mortgage lending programme eOselia continues.

Nearly 18,000 families have received preferential mortgages, with more than half of them being military personnel, security sector workers, and veterans.

We are grateful to everyone who protects and has protected Ukraine.

We will create more special programmes and provide more support to our defenders.

Veterans' policy and the creation of comfortable conditions for returning to civilian life also remain in focus.

Veterans' spaces, which are being built across the country, play an important role in this process.

Today, we are allocating UAH 446 million in subsidies to localities to continue the development of such spaces.

The funds will be provided to Zhytomyr, Zakarpattia, Ivano-Frankivsk, Kyiv, as well as Kremenchuk, Lutsk and Kryvyi Rih communities.

Co-financing with local budgets is set at a 60/40 ratio.

We want every Ukrainian family to see their future in Ukraine.

We are infinitely grateful to the Ukrainian soldiers who have made this opportunity possible today.
