Ukraine to receive rapid support from EU cyber experts in case of major attacks

Deputy Prime Minister for Innovation, Education, Science, and Technology Development - Minister of Digital Transformation Mykhailo Fedorov signed amendments to the Agreement on Ukraine's participation in the EU's Digital Europe Programme (2021-2027). On behalf of the EU, the amendments were signed by Roberto Viola, Director-General of the European Commission's Directorate-General for Communications Networks, Content and Technology.

This will grant Ukraine access to the EU Cybersecurity Reserve, a key initiative under the EU Cyber Solidarity Act aimed at strengthening digital security.

"The war is now being fought across various domains, including cyberspace. Every day, the enemy attempts to attack state systems, critical infrastructure, and more. Enhanced cooperation with the EU through the Cybersecurity Reserve will enable Ukraine to receive rapid support from certified European experts to protect, deter attacks, and recover quickly. This is another step towards digital integration with Europe and bolstering our cyber resilience. I thank the European Union for its trust and consistent support," said Mykhailo Fedorov.

In the event of serious cyberattacks on critical infrastructure (such as state information systems, websites, power grids, or other vital facilities), Ukraine will be able to rely on support from a network of certified EU cybersecurity experts. They can intervene promptly to stop attacks, protect information, and restore system operations. This will enhance Ukraine's ability to counter cyber threats, facilitate faster recovery from large-scale cyber incidents, and ensure more stable functioning of critical facilities.

Collaboration with the EU under the Cybersecurity Reserve will not only strengthen national security but also help safeguard the services used daily by millions of Ukrainians.
