Council of Europe and Ukraine sign agreement establishing special tribunal for crime of aggression

Yesterday, on 25 June, the Secretary General of the Council of Europe, Alain Berset, and the President of Ukraine, Volodymyr Zelenskyy, signed an agreement establishing a special tribunal within the Council of Europe to prosecute the crime of aggression committed against Ukraine.

"This is the first special tribunal set up under the auspices of the Council of Europe to investigate the crime of aggression and bring those responsible to justice," Foreign Minister Margus Tsahkna said. "This will help to ensure that the perpetrators of the most serious international crime do not go unpunished."

On 24 June, the Committee of Ministers of the Council of Europe at Deputy level approved the Treaty and Statute of the Special Tribunal. Preparations have also been completed for the conclusion of the Enlarged Partial Agreement (EPA), which allows for the involvement of both Council of Europe member states and non-members, as well as the European Union, in the management and administration of the Tribunal.

The founding documents of the special tribunal are now available for processing by all parties who wish to join the EPA and contribute to the work of the special tribunal.
