
Bilateral agreement with Ukraine

Bern, 25.06.2025 -- At its meeting on 25 June, the Federal Council approved the draft of a bilateral cooperation agreement between Switzerland and Ukraine on reconstruction of the country. The draft agreement would establish the legal basis for closer involvement of the Swiss private sector in Ukraine's reconstruction process. This agreement will be signed at the 2025 Ukraine Recovery Conference to be held in Rome. Once signed, the Federal Council will initiate a consultation procedure and submit a corresponding dispatch to the Swiss parliament for ratification.
Rebuilding Ukraine poses enormous challenges. In the summer of 2024, the Federal Council therefore devised a series of measures to encourage greater involvement of the Swiss private sector as a complement to humanitarian aid and conventional international cooperation projects in Ukraine. At present, work with the private sector is limited to Swiss companies already established in Ukraine. A new legal basis will be required in order for Swiss companies that are not yet present in Ukraine to take part in this endeavour. To this end, the Federal Council has approved this agreement today.
The agreement will enable Switzerland to provide Ukraine with non-repayable financial assistance for the purchase of goods and services from Swiss companies for reconstruction projects. Support will primarily be provided in sectors that are a priority for Ukraine, where Swiss international cooperation is already underway and where Switzerland has a competitive advantage. These include energy, transport and mobility, machinery and equipment, construction, water as well as disaster prevention and response. The agreement stipulates that Ukraine will play a key role in selecting projects: It will identify its reconstruction needs and submit a list of goods and services that it requires from Switzerland. These goods and services will be procured in accordance with Swiss public procurement law.
Signature at the Ukraine Recovery Conference
The bilateral agreement underscores Switzerland's long-term commitment to rebuilding Ukraine. The Swiss Federal Council's delegate for Ukraine, Jacques Gerber, and Yuliya Svyrydenko, First Deputy Prime Minister and Minister of Economy of Ukraine, will sign the agreement on the sidelines of the fourth Ukraine Recovery Conference, which is scheduled to take place in Rome on 10 and 11 July 2025. This high-level conference series was first launched in Lugano following the outbreak of war against Ukraine in 2022 and focuses on the rapid recovery and long-term reconstruction of Ukraine.
Once the agreement has been signed, the Federal Council will initiate a consultation procedure and submit a corresponding dispatch to the Swiss parliament for ratification.
2025-2028 country programme for Ukraine
On 12 February 2025, the Federal Council adopted the 2025-2028 country programme for Ukraine. This marks the start of a 12-year process in which the Swiss government will provide support for reconstruction, reforms and sustainable development in Ukraine. The country programme focuses on protecting the civilian population, achieving peace and economic recovery and strengthening institutions. A total of CHF 1.5 billion from the international cooperation budget has been earmarked for this purpose until 2028. One-third of this amount, CHF 500 million, will be used to enable the Swiss private sector to become more closely involved in Ukraine's reconstruction.
