
Committee of Ministers' President Borg: Ukraine at the forefront of the agenda

On the occasion of the Parliamentary Assembly of the Council of Europe, the Maltese Deputy Prime Minister, Ian Borg, delivered a speech in which he recalled the recent achievements of the Committee of Ministers, as well as the priorities of the Maltese Presidency - with Ukraine at the forefront.
In his address, he referred to the decision to establish a Special Tribunal for the crime of aggression against Ukraine, as well as the need to secure a comprehensive, just, and lasting peace and to provide financial support to the action plan on Ukraine's Resilience, Recovery and Reconstruction. "There is no accountability without justice," he affirmed.
Furthermore, the Minister outlined key initiatives launched early in the Presidency aimed at promoting equality, inclusion, and human rights throughout Europe. These include advancing SOGIESC rights, empowering women and youth, addressing artificial intelligence challenges, and combating hate speech and hate crimes.
Reflecting on recent developments, he recalled the major outcomes of the ministerial meeting in Luxembourg on 14 May, as well as the ongoing activities of the Committee of Ministers - particularly the implementation of court judgments and constructive dialogue with member states. In this context, he stressed that "all member states, without exception, must abide by their obligations and implement the Court's judgments", adding that "respect for judicial independence is absolutely non-negotiable".
"The Council of Europe was founded to act - and to adapt. In today's volatile geopolitical context, this agility must be protected, strengthened and supported," the Minister stated.
Concluding his remarks, he declared: "In unity, with unwavering commitment and resolute cooperation, we must rise to challenges together - ensuring that justice, freedom and dignity prevail beyond every frontier".
