Dear colleagues, fellow Ukrainians.

In the first five months of this year, the Government spent 60% of the state budget on the defence and security of our country.

Every hryvnia that taxpayers paid into the central budget was allocated to defence capabilities.

Today, we are making a decision to attract nearly GBP 1.7 billion from the United Kingdom for additional weapons purchases.

With these funds, we plan to acquire Rapid Ranger air defence systems and Marlet lightweight multirole missiles. This will significantly strengthen our air defence and our ability to stop the enemy.

This month, the United Kingdom also announced record assistance for the supply of drones. It is about GBP 350 million, which will allow 100,000 drones to be transferred to Ukraine this year.

We are grateful to our British partners for this extraordinary support, which helps us move closer to a just peace.

We are also grateful to all our allies who are helping us defend and rebuild our country.

Since the beginning of the year, Ukraine has attracted almost USD 18 billion in external financing.

With the support of our partners, we are continuing our rapid reconstruction programme. This means restoring the most important facilities for stability and development.

The two main priorities for recovery right now are energy and housing.

Thanks to the state programme eVidnovlennia, over 100,000 Ukrainian families have already received funds for repairs, reconstruction or new housing. In particular, 18,000 certificates have been issued for the purchase of new housing to replace destroyed homes.

Today, we are deciding to allocate another UAH 3.5 billion to the eVidnovlennia programme.

These funds will enable the issuance of over 2,000 housing certificates for purchasing new homes and will finance the reconstruction of houses on private land for hundreds of families.

The second priority for reconstruction, as we have already mentioned, is energy. We are building new generation capacity, strengthening the protection of energy facilities, and repairing everything that can be repaired.

Today, we are allocating UAH 1.1 billion to Mykolaiv region to ensure normal heat supply in the city of Mykolaiv during the next heating season.

The enemy constantly attacks Mykolaiv's combined heat and power plant, so the Government is allocating funds for the construction of distributed thermal generation.

This involves purchasing 18 modular boiler units with a total capacity of over 70 MW. This will ensure heating for homes in Mykolaiv.

Supporting frontline regions remains a priority for us.

We are constantly allocating additional resources to support these communities and our people who continue to live and work there.

Therefore, today we are also allocating almost UAH 600 million for the restoration of Kharkiv region.

Of this, UAH 241 million will be directed towards the repair of Kharkiv Regional Clinical Hospital. Another UAH 357 million will be allocated for emergency restoration work on six multi-apartment buildings in the city of Kharkiv.

In February this year, we allocated UAH 1 billion for relevant work in the housing and utilities sector in Kharkiv. We will continue this support in the future.

The restoration of Ukraine is based on the principle of "build back better", which also means applying the principles of inclusiveness and accessibility.

Therefore, today we are allocating an additional 1.1 billion hryvnias to the regions for the implementation of accessibility measures.

This involves current and capital repairs of infrastructure facilities, as well as residential and public buildings.

We are allocating these funds to ensure barrier-free access to such facilities for people with disabilities and other low-mobility groups.

We are also continuing to invest in improving the quality and safety of education.

This year, we will allocate over UAH 11 billion to equip shelters in schools. Another UAH 2 billion has been allocated for the purchase of school buses.

Today, we are allocating UAH 370 million to the regions to equip modern educational spaces and STEM laboratories.

This way, we are enabling our children to gain modern, in-demand knowledge in appropriate conditions.

Finally, another priority for recovery is supporting Ukrainian business.

Without a strong economy, there will be no funds to finance the army and ensure our country's resilience. That's why we are constantly working to improve the business climate.

The Made in Ukraine programme is working. We are opening new industrial parks. We are issuing preferential loans and non-repayable grants. We are carrying out large-scale deregulation and digitisation to reduce bureaucracy and simplify the conditions for doing business.

Today, we are making a decision to create an Online Entrepreneur's Office, which will operate on Diia.Business.

Small and medium-sized businesses will be able to access personalised support programmes, enabling them to expand their operations with state assistance.
