Today May 29, the Estonian government decided to support Ukraine's initiative to set up a special tribunal for the crime of aggression with the Council of Europe and to endorse the tribunal's founding documents. This special tribunal would enable the prosecution of crimes of aggression committed against Ukraine and hold those responsible accountable.
"The creation of this special tribunal sends a clear message to Russia - no act of aggression or its perpetrators will go unpunished," emphasized Foreign Minister Margus Tsahkna. "International norms apply to everyone, and the special tribunal established through the cooperation of Ukraine and the Council of Europe not only ensures justice for the most serious international crime but also guarantees that those who evade international law will be held accountable in the future."
The special tribunal's founding documents were prepared by an international core group of legal experts from 40 countries, along with representatives from the European Union and the Council of Europe, including Estonia's delegation. On May 14, in Luxembourg, ministers from Council of Europe member states approved Ukraine's proposal to establish the tribunal under the Council's auspices. The special tribunal for the crime of aggression would complement the work of the International Criminal Court (ICC), which is investigating war crimes committed in Ukraine.
