
Tsahkna: Supporting Ukraine remains at the heart of Estonia's and the European Union's development funding even as overall funding decreases

Yesterday, 16 April, the Organisation for Economic Co-operation and Development (OECD) published preliminary data on official development assistance (ODA) for 2024.
Estonia's ODA, which covers all public sector activities in support of the socio-economic development of developing countries, amounted to €77 million in 2024, representing 0.20% of GNI. Compared to 2023, Estonia's ODA decreased by 26.3% in real terms. Compared to previous years, domestic spending on supporting Ukrainian war refugees has decreased significantly.
Support for Ukraine continues to be at the heart of Estonia's development cooperation and humanitarian aid activities. In 2024, Estonia allocated €15 million for bilateral development cooperation and humanitarian aid to Ukraine, which is 46% more than last year. At the same time, the total contribution of OECD member countries to Ukraine decreased by 16.7% to $15.5 billion, of which €1.8 billion was humanitarian aid. The European Union's support to Ukraine amounted to $19 billion. *
"Estonia considers it important to set an example in the reconstruction and humanitarian support of Ukraine. Against the background of a decrease in both global development funding and the development funding directed at Ukraine, it is especially important that Estonia and Europe continue their broad support for Ukraine," Foreign Minister Margus Tsahkna said. "The geopolitical situation has put development cooperation and humanitarian aid under historically severe pressure. As contributions from large donors decrease, it is important that Estonia remains a firm, predictable and reliable partner in this field."
In addition to Ukraine, Estonia will continue its co-operation with selected countries in the Eastern Neighbourhood and Africa. The Eastern Neighbourhood priority countries - Moldova, Georgia and Armenia - were supported with €2.9 million and Sub-Saharan Africa with €1.6 million. Allocations to international organisations (European Union, World Bank Group, UN) accounted for 64% of Estonia's ODA.
Globally, ODA fell in 2024 for the first time in five years, reaching $212 billion, a decrease of 7.1% in real terms compared to the previous year. According to OECD forecasts, the decrease in ODA will continue in 2025, with an estimated decrease of 9-17% compared to 2024.
