Ukraine: The Federal Council adopts the 15th EU sanctions package

Bern, 12.02.2025 -- On 12 February, the Federal Council decided to adopt the measures of the 15th EU sanctions package against Russia. These measures will come into force on 13 February. On 23 December 2024, 54 individuals and 30 entities had already been added to Switzerland's sanctions list against Russia.

In response to Russia's continued military aggression against Ukraine and its actions that undermine Ukraine's territorial integrity, sovereignty and security, the European Union (EU) adopted new measures against Russia in its 15th package of sanctions on 16 December 2024. On 23 December 2024, the Federal Department of Economic Affairs, Education and Research (EAER) imposed sanctions on 54 additional individuals and 30 entities within its jurisdiction (see press release below).

At its meeting on 12 February, the Federal Council decided to adopt further measures of the EU's 15th sanctions package against Russia. It is now prohibited to recognise and enforce certain Russian court rulings in which Russian courts claim exclusive jurisdiction over disputes between Russian and Swiss companies. This ban is intended to protect the rights of Swiss companies and shield them from unjustified financial damage.

The amendment to the Ordinance on Measures in Connection with the Situation in Ukraine (SR 946.231.176.72) also includes the extension of various exemption provisions that allow Swiss companies to withdraw investments from Russia in an orderly manner. These measures will enter into force on 13 February.
