On 4 and 5 November, Foreign Minister Margus Tsahkna was on a visit to Buenos Aires, where he met with Argentina's new foreign minister and defence minister, and opened Estonia's honorary consulate.

Tsahkna congratulated Argentina's Foreign Minister Gerardo Werthein for his recent appointment and emphasised the need for closer cooperation between like-minded countries.

The meeting focused on further action in the working group on the fifth point of the Peace Formula of Ukrainian President Volodymyr Zelenskyy, which concerns the validity of the UN Charter and restoring Ukraine's territorial integrity, and which Estonia and Argentina are co-chairing.

"A just and lasting peace in Ukraine is ensured only by Russia's withdrawal to its borders and the restoration of Ukraine's territorial integrity," Tsahkna said. He added that no peace initiative that has been discussed without Ukraine could be accepted and only President Zelenskyy's Peace Formula should be used as the basis.

His meeting with Argentina's Defence Minister Luis Alfonso Petri covered Argentina's wish to become a global partner for NATO and Argentina's participation in the Ramstein format. The ministers agreed that the outcome of Russia's aggression would have an impact on global security, which is why helping Ukraine achieve victory is crucial for both Estonia and Argentina.

"Russia's aim is to create a new world order dominated by fear and military force," Tsahkna said. "Russia must clearly lose the war, military aggression must be discredited, and war damages compensated, otherwise other authoritarian leaders can be inspired to change national borders with the force of weapons."

Tsahkna gave an overview of obligatory national service in Estonia and spoke about Estonia's principles for raising defence spending.

Tsahkna also met with Argentina's Minister for Digital Affairs, Innovation and Technology Dario Genua and Chairman of the Senate's Foreign Affairs Committee Fransisco Manuel Paoltroni, placed a wreath on the monument of Argentina's national hero and founder General San Martin and opened Estonia's honorary consulate in Buenos Aires.
