I am devastated by Russian Armed Forces attacks this morning that damaged a hospital in Sumy City, northeastern Ukraine, and killed and injured several people. Places providing health care must always be safe and not be subjected to such ruthless violence.
The second of two strikes compounded the suffering of the wounded and incapacitated first responders.
Attacks against wounded and those helping them are prohibited by international humanitarian law (IHL).
Civilians and civilian infrastructure are not a target!
