On June 22, Deputy Foreign Minister Sergey Vershinin met with Burhan Gafoor, Chair of the United Nations Open-Ended Working Group (OEWG) on security of and in the use of information and communications technologies 2021-2025, who is also Singapore's Permanent Representative to the United Nations in New York, who is staying in Moscow on a working visit.
The two officials exchanged views on the OEWG's activities and its future, reaffirming their mutual commitment to reinforcing the group's standing as a central mechanism for addressing matters related to international information security (IIS) under the UN's auspices and supporting it in carrying out its mandate. They went on to note the importance of establishing practical cooperation and confidence building mechanisms between states in the context of efforts to coordinate the parameters of a global intergovernmental registry of focal points for exchanging information on cyberattacks and incidents, as proposed by Russia.
They also discussed the possibility of devising a universal international legal framework for regulating the way states behave in the information space based on a concept of a UN convention on ensuring IIS, sponsored by a group of countries. Mr Vershinin and Mr Gafoor emphasised that the OEWG must retain its role as a single negotiating platform on this topic.
