
Press release on the Fifth Session of the UN Ad Hoc Committee for the Elaboration of a Comprehensive International Convention on Countering the Use of Information and Communication Technologies (ICTs) for Criminal Purposes

On 11-21 April 2023, the fifth session of the UN open-ended intergovernmental Ad Hoc committee to Develop a comprehensive international convention on countering the use of ICTs for criminal purposes was held in Vienna. This body was established at the initiative of Russia with the aim of creating a universal international legal instrument under the auspices of the UN to combat crime in the information sphere.
The event was attended by more than 1,500 experts from 151 UN member states, international and non-governmental organisations, as well as representatives of the academic, scientific and business communities.
Member states discussed chapters on international cooperation, technical assistance, implementation mechanism, final provisions, and the preamble of the Consolidated Negotiating Document (CND) elaborated by the Ad Hoc Committee Chair F. Mebarki (Algeria). Many CND provisions are based on the Russian draft convention submitted to the UN in the summer of 2021.
The Russian Federation advocates for the broad scope of the future convention, a long list of criminal acts (including terrorism, extremism, drug trafficking, illicit arms trafficking, etc.), the protection of sovereignty and the strengthening of international cooperation to counter the use of ICTs for criminal purposes.
The main outcome of the fifth session is that the CND is fully reviewed and member states will move directly to the zero draft of the convention during the sixth session (New York, 21 August to 1 September).
In accordance with its mandate, the Ad Hoc Committee is to present a draft international treaty to the UN General Assembly during its 78th session in 2024.
