Russian Arms Makers Must Lead Says Deputy PM

16:22 02/04/2012 MOSCOW, April 2 (RIA Novosti) - A new defense agency Russia plans to establish soon will be tasked with creating weapons that outperform foreign models, Deputy Prime Minister Dmitry Rogozin said in an interview with the magazine National Defense.

The military-industrial commission has already finalized a draft law on establishment of a defense advanced research fund, which will operate similar to the U.S. Defense Advanced Research Projects Agency (DARPA), Rogozin said. Prime Minister Vladimir Putin is currently reviewing the document, which will later be sent to the presidential administration and then to the State Duma.

“The aim of this fund is to inform the government about those projects that can give us not only parity with other military powers, but ensure our superiority. This is our global challenge, to achieve excellence,” Rogozin said.

The new agency will also analyze the risks associated with technological backwardness and technological dependence on other powers. According to the deputy prime minister, the prioritoes are those areas where Russia lags the field, including electronics, metals, armor, special chemistry and ammunition.

Rogozin said that Russia should think not about what is being done today in the U.S., France and Germany, but “what we will have in 30 years.” It requires foresight, forecasting and strategic intelligence that will help Russia to win.

“We should abandon the idea of 'catching up and overtaking'... We should foresee the future of warfare over a horizon of up to 30 years, to identify this point and move toward it. We should understand that we need to prepare not for warfare tomorrow or the day after, but an historic week ahead, and this way 'cut the corner,'" Rogozin said.
