INTRO: The Bush administration is revamping some of the U-S government programs that help Russia reduce weapons of mass destruction and prevent them from falling into the wrong hands. V-O-A's Paula Wolfson reports the changes followed a detailed review of over 30 programs now in place.

TEXT: Some will be expanded, some will refocused or re-examined. But overall, the Bush administration says it is pleased with the way these programs are being run.

Results of the administration's review of these programs were released to reporters covering the president's vacation at his Texas ranch. White House officials say most work well, are focused on priority tasks, and are well managed.

Four programs will be expanded, including a Department of Energy program to help Russia secure and consolidate weapons-grade nuclear material. In addition, the Department of Defense will step up construction of a facility to help the Russians destroy chemical weapons.

President Bush has spoken repeatedly since the September 11th terrorist attacks about the need to keep weapons of mass destruction from falling into terrorist hands. Earlier this month, in a speech to cadets at a private military college, he described Russia as a crucial partner in this effort.

Mr. Bush told students at "The Citadel" that he would request an overall increase in funding for these programs. The 2001 budget for nonproliferation and threat reduction assistance to Russia totaled about 750 million dollars. (signed)
