KOKOSHIN CALLS FOR NEW ANTI-PROLIFERATION MECHANISM. Andrei Kokoshin, the director of the Institute of Problems of International Security at the Academy of Sciences and a Duma member, told Interfax on 1 March that Russia must work with other countries to develop a political mechanism for preventing the proliferation of weapons of mass destruction. He said that threats by one country or another do not work and that Moscow must take the lead in pushing for political cooperation to make an anti-proliferation regime work. PG
