MOSCOW SEEKS HELP TO DESTROY CHEMICAL WEAPONS. A spokesman for the Munitions Agency told AP on 9 February that the Russian government will begin to destroy its chemical weapons stocks "in the second half of this year" but need additional Western funding to go forward. Russia is now more than a year past the deadline it had agreed to at the start of the process. PG
